การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ประเมินความต้องการจำเป็นในการส่งเสริมความสามารถในการผลิตวิดีโอการสอนของครู (2) ศึกษาปัญหาและอุปสรรคในการผลิตวิดีโอการสอนของครู กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ครูในสถานศึกษาทุกสังกัดในจังหวัดพะเยา จำนวน 359 คน เก็บรวบรวมข้อมูลด้วยแบบสอบถามความต้องการจำเป็นในการส่งเสริมความสามารถในการผลิตวิดีโอการสอนของครู วิเคราะห์ความต้องการจำเป็นโดยใช้เทคนิค modified priority needs index (PNImodified) และวิเคราะห์ความคิดเห็นเกี่ยวกับปัญหาอุปสรรคในการผลิตวิดีโอการสอนของครูจากข้อคำถามปลายเปิด โดยใช้การวิเคราะห์เนื้อหา ผลการวิจัย พบว่า (1) ความต้องการจำเป็นในการส่งเสริมความสามารถในการผลิตวิดีโอการสอนของครูที่มีความต้องการจำเป็นเร่งด่วนที่ต้องได้รับการพัฒนามากที่สุด คือ ความสามารถในการจัดเก็บและเผยแพร่วิดีโอและความสามารถในการพัฒนา การออกแบบ ตามลำดับ (2) ปัญหาอุปสรรคในการผลิตวิดีโอการสอนของครูในสถานศึกษาจังหวัดพะเยา
ที่พบมากที่สุด คือ ครูขาดความรู้พื้นฐานในการถ่ายทำ และการออกแบบผลิตวิดีโอการสอน
