The purposes of this research were to 1)study a conceptual framework of 21st century classroom management for enhancing the quality of citizenship, and 2) study the strengths, weaknesses, opportunities andthreats of 21st century classroom management for enhancing the quality of citizenship. The method can bedivided into 3 steps: 1) study the research conceptual framework; 2) study the current and desirable states; and 3) study the strengths, weaknesses, opportunities and threats. The research included 230 middle-sized secondary schools under the Office of the Basic Education Commission area in the Northeast region of Thailand.
The research results showed that: 1) The concept of management processincludes planning, implementation and evaluation. The concept of the classroom in the 21st century is to encourage creativity and let the learner be the center with the teacher acting as a facilitator, so the learner is more engaged in the learning. The concept of citizenship is open mindedness, have a willingness to listen, be kind, understand the culture and have reasonable expectations of people.This concept of enhancing the quality of citizenshipis teachingcivic education and learning activities in the classroom. 2) Classroom management in the 21st century to enhance the quality of citizenship in the overall was performed at a moderate level and the desirable state was performed at a high level. 3) The strengths were the atmosphere of instructional management focusing on learners' participation in the learning process. The weaknesses were educational measurement and evaluation. The opportunity was the technological advancement. The threatswere government policy, economic and social conditions.
