THE COMPETENCY MODEL OF THE HEAD DEPARTMENT THE UNIVERSITY OF LAO PEOPLE’S DEMOCRATIC REPUBLIC

Abstract
The purpose of this study was to enhance the managerial competency model of the head department across the university in Lao People’s Democratic Republic (LAO PDR) which consist of 3 steps as followed. Step 1: Creating a managerial competency model for Head of Department which has utilized Delphi technics. First round: Interviewing 19 specialist regarding the perspective and perception alongside by using main research instrument as analysis tool to conduct the interview opened question. The researchers analyzed data contents by using statistical software in social science manner. The research found that competency model of Head of Department with a total of 109 draft measure. Step 2: The Verification forms of head of department which carried out Delphi technique in round 2 and round 3 by 19 expert’s perspective totally. The use of questionnaire tool in study approximately the five-level scale data analysis using statically software in social science. The research found that competency model of the head of department confirmed a total of 109 indicators. Step 3: The Management of Competency Model of Head of Department when obtaining the results from the expert. The researcher has led to the composition by analyzing the survey from the 335 samples. The scales are being used in approximately the five-level results were found that the competency model of head of department in the university of LAO PDR consisted of 11 elements, 105 metrics namely: 1) The Competency of research and academic services with 11 indicators 2) The Competency of administration and management with 15 indicators 3) The Competency of leadership with 10 indicators 4) The Competency of curriculum management with 17 indicators 5) The Competency of internal assurance quality systems with 9 indicators. 6) The competency of human resource development with 12 indicators. 7) The competency of Environment and a learning centre with 9 indicators. 8) The competency of students and colleagues’s relationship with 4 indicators 9) The competency of administration and Information Management with 7 indicators. 10) The competency of students and academic institution relationship with 7 indicators. 11) The competency of Vision, mission with 4 indicators
