Abstract

This academic consists purposes 1. to study legal measures for consumer protection at the local level 2. to analyze legal measures for consumer protection at the local level and 3) to recommend the development of legal measures for consumer protection at the local level. The study and analysis of relevant documents, including legal textbooks, academic articles, theses, research reports, legal texts and court decisions related to legal measures for consumer protection at the local level, reveals: 1) many consumers lack knowledge of their rights and are unaware of channels for complaints or legal action. Despite the Consumer Protection Act of 1979, local enforcement is insufficient, resulting in persistent consumer exploitation. Claiming compensation in disputes with business operators often requires complicated, expensive, and time-consuming legal procedures, leading consumers to become disillusioned and accept losses 2) The analysis reveals that current local consumer protection legal measures in Thailand lack clarity and effectiveness in law enforcement, particularly the Consumer Protection Act of 1979. This results in consumers suffering from unfair or fraudulent purchases of goods and services facing difficulties in claiming their rights and compensation due to the cumbersome, complicated, and expensive procedures. This leaves most consumers at a disadvantage and suffering unfair treatment. Although local governments are appointed to have the authority and responsibility to implement consumer protection laws in their areas and 3) Recommend the development and promotion of local agencies as consumer complaint centers to ensure the public receives systematic protection. Develop legal measures to protect local consumers, emphasizing the improvement of laws to align with international standards, enhancing mechanisms for receiving complaints and resolving issues quickly, establishing local funds to compensate for damages caused by online crimes, promoting civil society participation and consumer networks, and developing a database to lead to the improvement of consumer protection policies and measures that are timely.
