Specific Plan, Historic Preservation, Historic CityAbstract
This academic article aims to analyze the legal and urban planning management problems in Lamphun Province that affect the conservation of historical sites and to propose a concept for developing a specific urban plan as a legal mechanism for the conservation-oriented management of Lamphun's historical sites. The study is based on document analysis, examining urban planning laws, historical site laws, building control laws, government policy documents and relevant academic concepts. The findings indicate significant limitations in managing Lamphun's historical sites within the framework of the comprehensive urban plan and general laws. These include a lack of spatial detail in the comprehensive plan, a disconnect between urban planning and historical site laws, building controls that do not align with historical values, inadequate land use and cultural tourism regulations and a lack of community participation and integrated management mechanisms. Therefore, developing a specific urban plan for the conservation-oriented management of Lamphun's historical sites is a suitable approach to integrate conservation, urban development and community participation, protecting cultural heritage alongside balanced and sustainable urban development.
