Measure of Public Finance in Humanitarian Aid

This research consists purposes were 1. to analyze the problems in budget allocation and the legal frameworks related to public finance in humanitarian aid in Thailand 2. to analyze concepts and theories related to public finance in humanitarian aid 3. to analyze and compare budget allocation models and related legal frameworks in humanitarian aid between Thailand and other countries and 4. to analyze and propose appropriate budget allocation approaches and legal measures concerning public finance in humanitarian aid in Thailand. This is a qualitative research by studying from both theoretical and practical sources such as document research, in-depth interviews, brainstorming sessions. The target group consists of experts, academics, specialists, and those involved in government financial measures for humanitarian assistance. This is obtained by calculating the size of the target group, data collected from documents, interview forms and recording forms and then analyzing the data collected from the sources using content analysis. The results revealed that 1) budget allocation for humanitarian aid in Thailand still faces legal and permanent mechanism constraints, relying mainly on the central budget and contingency funds, which involve complex procedures and budget limitations 2) related concepts and theories emphasize that humanitarian aid is a fundamental human right and should be supported by transparent, accountable and continuous budget systems 3) countries with effective humanitarian budget management often have specific legislation and permanent funds to ensure rapid and sustainable aid and 4) it is appropriate for Thailand to establish a National Humanitarian Assistance Fund with clear expenditure guidelines, monitoring and evaluation mechanisms. This research therefore proposes a specific humanitarian law and the establishment of a permanent humanitarian fund in accordance with international obligations. These measures would enhance the efficiency, transparency and sustainability of humanitarian assistance in Thailand, as well as strengthen the country’s role in the international arena.
