Abstract

The purposes of this study were Develop a set of principles, criteria, indicators, and Verifier of the elderly care management capacity of local government organizations in the eastern special development zone. A research methodology was qualitative research by Phenomenology. The procedures are being developed by 2 steps:  1) Documentary Research and 2) In-depth interview. The research tools were interview form. The sample consisted of 1) representatives of Health officials 2) representatives of local administrators 3) local guardians and 4) representatives of the elderly in the eastern special development zone of 16 people by purposive sampling. Methods were used to interview the sample on the trends of the set of principles, criteria, indicators and Verifier, and then apply the information gathered from the document. Afterwards analyzed by content analysis and then drafted into a set of principles, criteria, indicators, and Verifier. The results showed that the set of principles, criteria, indicators and Verifier for the elderly care management capacity of local administrative organizations in the eastern special development zone has 3 principles consisted of 1) Principles of Management and Organization Efficiency (POLC) 2) Principles of Long-term Care (LTC) and 3) Principles of aged-friendly city. 11 Criteria consisted of 1) Planning 2) Organization management (Organizing) 3) Leadership 4) Control (Controlling) 5) Resource Management 6) Service management 7) Preparation of the elderly population 8) Promotion and development of the elderly 9) Social protection 10) Development of work systems and personnel working on the elderly of local administrative organizations 11) The dissemination of knowledge on the elderly. 23 Indicators and 85 Verifiers to formulate a conceptual approach for developing criteria or assessment frameworks that can reflect the level of care for the elderly Different types of local government organizations, including guidelines for improving the elderly care system to have higher standards.
