Abstract

The purposes of this research were 1. To study the methodology and principles of administrative management that are suitable with the administrative and cooperative context for international cooperatives as well as the cooperatives in Thailand. 2. To study and analyze based on the condition of the problem and the impact from the administration and operation of the Thai cooperatives which lack of the good governance principle by the good business management absence. 3. To study and find out the principles of good governance which are necessary for the all-level of organizational management range from international to local organization accordant with the basic principles of cooperative business administration. And 4. To establish the principles of good governance to adopt in cooperatives for administration and operation including the supervision with supporting criteria by focusing on principle which are uniquely suitably in accordance with Thai cooperative systems. This research applied qualitative research methods, consisting of desk research, in-depth interviews, co-design participation, and opinion hearing. The result of the research is the principles of decent management for cooperation with appropriate systems based on the principle of “Cooperative Good Governance”.  The principle consists of seven important elements which are Rule of Law, Morality and Ethics, Transparency and Disclosure, Participation and Consensus Orientation, Equity, Accountability, and Effectiveness and Efficiency which can be separated into 3 groups; 1. Legal Governance is the Rule of Law. 2. Ethical Governance consists of Moral and Ethics principles, Transparency and Disclosure principles, and Participation and Consensus Orientation principles 3. Philanthropic Governance comprises of principles of Equality, principle of Accountability, and principles of Efficiency and Effectiveness. Therefore, this research suggests the all types of cooperatives including the Cooperative Promotion Department and the cooperative Auditing Department should apply the seven findings of the principle of “Good Governance”. The purposes of the seven findings are to be used as a guideline for administration and operation of a cooperative as well as to be used as a regulatory system for cooperative that is currently operating.
