กระบวนทัศน์การธรรมภิบาลแนวใหม่: กระบวนทัศน์ร่วมสมัย ทางรัฐประศาสนศาสตร์

บทคัดย่อ
กล่าวได้ว่าธรรมาภิบาลแนวใหม่ (NPG) เป็นแนวคิดและความเข้าใจในการจัดการระบบบริการสาธารณะที่แตกต่างจากรูปแบบการบริหารสาธารณะแบบดั้งเดิม แนวคิด NPG มุ่งเน้นความร่วมมือระหว่างภาครัฐและภาคเอกชน และเปิดประตูสู่การมีส่วนร่วมของประชาชนในการตัดสินใจและการดำเนินงานที่เกี่ยวข้องกับบริการสาธารณะ การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อสังเคราะห์องค์ประกอบและการประยุกต์ใช้เครื่องมือกระบวนทัศน์การธรรมภิบาลแนวใหม่ ผลการศึกษาพบว่า องค์ประกอบของธรรมาภิบาลแนวใหม่ (1) การจัดการปกครองในรูปแบบของสังคม-การเมือง (2) การจัดการปกครองในรูปแบบนโยบายสาธารณะ (3) การจัดการปกครองในรูปแบบของการบริหารราชการ (4) การจัดการปกครองในรูปแบบของระบบสัญญา (5) การจัดการปกครองในรูปแบบของเครือข่าย อย่างไรก็ตามสำหรับเครื่องมือทางการบริหารจากแนวคิดธรรมภิบาลแนวใหม่ ได้แก่ (1) การบริหารร่วมมือ (2) เทคโนโลยีสารสนเทศและการสื่อสาร (3) การพัฒนานโยบายและข้อกำหนดใหม่ (4) การบริหารและการประเมินประสิทธิผล (5) พันธกิจสัมพันธ์และการมีส่วนร่วมของประชาชน (6) ความโปร่งใสและกลไกความรับผิดชอบ (7) การบริหารด้วยการเชื่อมโยงระบบ (8) การบริหารแบบปรับตัว (9) การปรับปรุงการจัดซื้อและการจัดหา และ (10) การบริหารความเสี่ยง
