Abstract

The objectives of this research are (1) to study status of the administrative model of basic education according to the principle of four Iddhipada (2) to build the administrative model of basic education according  to the principle of foure Iddhipada for the prisoners in prison, six area   (3) to assess the administrative  model of basic education according to the principle of the four Iddhapada. 


            The results found that : 1. The result of studying the administrative model of basic education according to the principle of 4 Iddhipada for the prisoners in prison, area 6 found that neither model nor theory are rigid for applying to the 4 parts of educational management such as academic, budget, personnel management and general administration affair. So it is essential to study the trouble condition on educational management in prison, area 6 by studying the related document and the research and interview from key informant, and studying the theory of educational management integrating with building the model structure. 2. To build the administrative model of basic education according to the principle of 4 Iddhipada for prisoners in prison, area 6 found that 1.) Academic Model consists of : 1.1) To develop the curriculum and learning process. 1.2) To develop material, innovation, and educational technology. 1.3) To develop learning resource. 1.4) To develop the academic with schools and other organizations. 1.5) To examine, to evaluate learning results. 1.6) To research for education qualitative development. 1.7) To inform and to instruct the education. 1.8) To set the quality guarantee system in the educational institute. 1.9) To promote and to support by giving knowledge. 1.10) To support the academic affair to the person, family, organization, unit, and other institute for education.  2. Budget model consist of : 2.1) To analyze the research policy and to set plan for educational development strategy. 2.2) To determine the product, the result and the indicator for education. 2.3) To set up for request on allocation, withdrawal, and approval for education. 2.4) To set up plan and to present for the quarter budget. 2.5) To check, to follow and to evaluate budget. 2.6) To mobilize  the resource and investment for education research. 2.7) To analyze the capability of asset provision and to register the educational data. 2.8) To manage the finance, accounting, supplies, and assets for educational development. 3) Personnel Administrative Model consists of : 3.1) To plan the manpower rate and to assign the educational position. 3.2) To analyze the mission and to evaluate the educational demand. 3.3) To allocate and to assign the person who qualifies for instruction duty. 3.4) To record the instructor profile. 3.5) To enhance the efficiency for instruction by developing the instruction. 3.6) To consider the output and to have the instructor welfare in prison. 3.7) To determine and to maintain the instructor’ rules for loss protection. 3.8) To determine for dismiss according to the related law and build the equality for the educational personal. 4) General Administrative model  consists of : 4.1) To analyze the general affair, law regulation and to reduce the process and procedure efficiently. 4.2) To setup the personnel on general affair developing the knowledge and the ability about the general affair efficiently. 4.3) To setup the learner’s census, the coordinate with community, local, to survey the students in the service area regularly. 4.4) To develop the IT network system according to the database system of the research area and center. 4.5) To publicize the information, to evaluate the service satisfaction form. And them to bring the feedback to improve appropriately for educational development. 4.6) To analyze the problems and necessary demand, and to set up the interior control  system orderly for school. 4.7) To mobilize providing technology for research service, and to follow up evaluation of using technology appropriately and valuable. 4.8) To support the academic, budget, personnel management and general administrative affair in the educational institute integrating with the principle of 4 Iddhipada comprising aspiration, effort, attention, and check. The result of evaluating the administrative model of basic education according to the principle of 4 Iddhipada for the prisoners in prison, area 6 and 4 affairs. Both 4 models are in the very good level in every model and every sub-topic for overview.


            New body of knowledge from research is “ABPGSDAC = MODEL” that more significantly develops the basic education for the prisoners in prison, area 6 currently, makes the executives who get involved with education for the prisoners, and knows the direction for developing the education and promoting and supporting the education to the prisoners over the country.
