การออกแบบและพัฒนาชุมชนเมือง: สู่การสร้างสรรค์ความน่าอยู่อาศัย (Urban Design and Development: Towards Creating Livability)

Abstract

บทความนี้มุ่งเสนอให้มีการเปลี่ยนแปลงในการศึกษาและวิชาชีพ การออกแบบชุมชนเมือง หรือสถาปัตยกรรมผังเมือง จากสาระสำคัญในแนวปฏิบัติเดิมๆ ที่พัฒนามาจากพื้นฐานวิชาการทางสถาปัตยกรรม วิชาการทางการผังเมือง และวิชาการทางภูมิสถาปัตยกรรม สู่ความเป็นสหวิทยาการ (multidiscipline) ที่ให้ความสำคัญการเปลี่ยนแปลงสู่ความเป็นเมือง ซึ่งเป็นเรื่องของ “คน” “เมือง” และ “วิถีชีวิต” ของคนเมือง โดยมาจากกระบวนการวางแผน (planning) การออกแบบ (design) และการพัฒนาให้เป็นจริง (implementation) พร้อมกันนี้ จำเป็นต้องเร่งรัดให้สภาสถาปนิกดำเนินการให้มีโอกาสการใช้ใบอนุญาตประกอบวิชาชีพตามเกณฑ์มาตรฐานสำหรับงานออกแบบชุมชนเมือง พร้อมกับการเปิดตำแหน่งใน กพ. และ อปท. ตามภาระหน้าที่ในการออกแบบและพัฒนาชุมชนเมือง และให้กำหนดขอบเขตวิชาชีพให้ชัดเจน และครอบคลุมมากกว่าที่ได้บัญญัติไว้

นอกจากนี้ ยังได้นำเสนอสาระสำคัญเกี่ยวกับโอกาสที่เปิดกว้างสำหรับวิชาชีพการออกแบบและพัฒนาชุมชนเมืองในหลากหลายมิติ รวมทั้งการตอบโจทย์ของโลกที่ได้เปลี่ยนไป เพื่อเคลื่อนตัวสู่วิชาชีพในเวทีสากล ในบทสรุปได้ชี้ไปที่ประเด็นการยกระดับวิชาการและวิชาชีพ การออกแบบและพัฒนาชุมชนเมือง และให้ตอบรับกับปัญหาของโลกอันเนื่องจากการเปลี่ยนแปลงสู่ความเป็นเมืองอย่างเร่งด่วน (accelerated urbanization) ซึ่งเป็นเรื่องนอกเหนือสาระสำคัญของ ‘สถาปัตยกรรมผังเมือง’

This article focuses on the induction of academic as well as professional changes in paradigm from traditional design practice, based on the essences of architecture, urban planning and landscape design, towards multidisciplinary approach. It covers multiple factors of urbanization as dominated by ‘people’, ‘city’ and ‘ways of life’ and unfolded in the processes of planning, design and implementation. Further expectations for professional upheaval are firstly on the materialization of the application of professional license in 

accordance with urban design practical standards. Secondly, the provision of urban design and development service envisioned as a professional position should be officially installed in various central and local hiring system. The scope of professional practice should be redefined with more comprehensive entities in comparison with precedents.

In addition, it includes broader aspects of professional opportunity in urban design and development. It also attempts to be responsive to the changing global issues in moving towards international arena. In conclusion, the stress is on the upheaval of both academic concern and professional practice and to be more responsive to the global accelerated urbanization issues which are beyond the traditional practice of ‘Urban Design’.
