แนวคิดการพัฒนาเมืองต้นแบบ (Urban Design Guideline for Specific Purposed Towns)

Abstract

บทความนี้เป็นการนำเสนอแนวคิดการพัฒนาเมืองต้นแบบ ซึ่งเป็นเพียงส่วนหนึ่งของการวิจัย “คู่มือแนวทางสู่การออกแบบเมือง” ซึ่งถูกจัดทำขึ้นเพื่อจัดประเภทเมืองตามบทบาท องค์ประกอบ และลักษณะของเมือง ผ่านกระบวนการศึกษาและคัดเลือกหลักทฤษฎีการพัฒนาเมืองที่เหมาะสมและประสบความสำเร็จของต่างประเทศ อันประกอบด้วยการศึกษาข้อมูล เกณฑ์องค์ประกอบ ตัวชี้วัดด้านต่างๆ ปัจจัยหลักและปัจจัยเสริมที่สามารถประยุกต์ใช้กับการวางผังเมืองในพื้นที่ที่เหมาะสมตามลักษณะของเมืองประเภทนั้นๆ และยังคงสอดคล้องกับองค์ประกอบ และบริบทของสังคมไทย เพื่อนำไปสู่การประยุกต์ใช้ได้จริงในอนาคต โดยมี

ตรวจสอบย้อนกลับได้ สามารถนำมาสู่การนำเสนอแนวทางการพัฒนาเมืองที่มีลักษณะแตกต่างกันตามศักยภาพและบทบาทของเมือง 5 ประเภท ได้แก่ เมืองท่องเที่ยวด้านนันทนาการและบันเทิง เมืองอุตสาหกรรม เมืองศูนย์ราชการ เมืองการศึกษา และเมืองศูนย์กลางคมนาคมขนส่งทางน้ำและโลจิสติกส์ โดยการพัฒนาเมืองทั้ง 5 ประเภทนี้จะเป็นกลไกที่จะขับเคลื่อนและรองรับการพัฒนาของประเทศในอนาคตอย่างเหมาะสมและยั่งยืน เนื่องจากการวางและการออกแบบทางผังเมืองต้องมีหลักเกณฑ์ แนวคิดที่สอดคล้องเหมาะสมกับศักยภาพและบทบาทของเมืองหรือพื้นที่นั้นๆ และช่วยแก้ไขปัญหาพื้นที่อย่างเป็นรูปธรรม 

This article presents a concept of development of experimental and prototype towns, which is a part of “Guidelines for Urban Design” research. The research was conducted with the purpose to categorize different types of cities according to their roles, components, and characteristics through a research process and analyzing of the selected appropriate successful urban development theories of other countries. This includes studying component criteria, indicators, and major and supplement factors that can be adapted and applied to the planning of towns in suitable areas based on characteristics of each type of towns that also correspond to the elements and social context of Thailand for future use. The research involves methodical analyzing process which can be traced back and which will lead to the proposal of urban development guidelines that are different in terms of efficiencies and roles of five types of towns, namely Recreation Tourism Town, Industrial Town, Government Administrative Town, Educational Town, and Sea Port Town. The developing of these five towns will be the mechanism that appropriately and sustainably drives and accommodates the development of the country in the future. As urban planning and urban design require some principles, concepts that correspond to efficiencies and roles of particular towns or areas will concretely solve problems in each area.
