พัฒนาการและแนวทางการพัฒนาย่านตาขาว จังหวัดตรัง อย่างยั่งยืน (Development and guidelines for sustainable development of Yan Ta Khao, Trang Province)

Abstract

การพัฒนาประเทศในช่วงระยะเวลาที่ผ่านมา ได้ก่อให้เกิดการเปลี่ยนแปลง ทั้งการเปลี่ยนแปลงทางสังคม เศรษฐกิจ และการเมืองอย่างรวดเร็ว โดยเฉพาะวิกฤตการณ์ทางเศรษฐกิจที่กำลังประสบอยู่ในปัจจุบัน การพัฒนาอย่างยั่งยืนจึงเป็นหนึ่งในทางออกในการแก้ปัญหาชุมชนในระยะยาว การศึกษาพัฒนาการของย่านตาขาวในช่วงปี พ.ศ. 2549 – 2559 เพื่อการพัฒนาชุมชนอย่างยั่งยืน มีวัตถุประสงค์เพื่อศึกษาพัฒนาการของย่านตาขาวจากอดีตจนถึงปัจจุบัน วิเคราะห์ ศักยภาพ ปัญหา อุปสรรคและปัจจัยในการพัฒนาย่านตาขาว และสรุปเพื่อเสนอแนวทางในการพัฒนาย่านตาขาวอย่างยั่งยืน

ผลการวิจัยพบว่า ย่านตาขาวมีพัฒนาการมาจากชุมชนเกษตรกรรมที่เคยรุ่งเรืองด้านผลผลิตทางการเกษตร จากอดีตที่มีการใช้การคมนาคมทางเรือเพื่อการค้าขายสินค้าทางการเกษตรเป็นส่วนใหญ่ การพัฒนาด้านคมนาคม การไฟฟ้า รวมไปถึงเศรษฐกิจที่เปลี่ยนไป ก่อให้เกิดปัญหาและอุปสรรคต่อการพัฒนาย่านตาขาว ทั้งสภาพเศรษฐกิจตกต่ำโดยรวม การขาดการส่งเสริมอาชีพให้แก่คนในชุมชน การขาดการมีส่วนร่วมของคนในชุมชนเพื่อวางแนวทางการพัฒนา การขาดการวางแผนการใช้ประโยชน์ที่ดิน การขาดงบประมาณในการปรับปรุงสาธารณูปโภคและสาธารณูปการอันเป็นปัจจัยพื้นฐาน แต่ทั้งนี้ย่านตาขาวยังคงมีทรัพยากรธรรมชาติที่อุดมสมบูรณ์และรูปแบบวัฒนธรรมดั้งเดิม แนวทางในการพัฒนาย่านตาขาวอย่างยั่งยืนจึงควรมุ่งเน้นการพัฒนาอย่างมีดุลยภาพของ 2 ด้านไปพร้อมๆ กัน คือ การพัฒนาระบบโครงสร้างพื้นฐานสาธารณูปโภค สาธารณูปการและการวางแผน การใช้ประโยชน์ที่ดินอย่างยั่งยืน ควบคู่กับการพัฒนาอาชีพคนในชุมชนที่ไม่กระทบรูปแบบการดำเนินชีวิต ประเพณีและวัฒนธรรม ด้วยการส่งเสริมรายได้จากการท่องเที่ยวเชิงวัฒนธรรม เพื่อผลลัพธ์ทางเศรษฐกิจที่ดีขึ้นและชุมชนยังดำรงรักษาความเป็นตัวตน ควบคู่ไปกับการพัฒนาศักยภาพในการเป็นย่านพาณิชยกรรมของย่านตาขาวที่เคยเป็นมาในอดีต

Thailand’s current social conditions are changing rapidly to modern society with complex structure which leads to poverty, inequality of people in the society, lack of occupational knowledge, including lack of participation to contribute sustainable development. This study is a study on the development of Yan Ta Khao district during the year 2006 – 2016 and road map for sustainable development. The purpose of this study is to study the development of Yan Ta Khao district from the past to the present, to analyze the potentiality, problems, obstacles and factors in relation to the development by using concepts, theories and case studies in sustainable development as prototypes to develop the district and district plan of Yan Ta Khao district sustainably.

            The result showed that Yan Ta Khao district has developed from the community. In the past, the commonly used transportation is by boat. But in the present, the transportation, electricity, including economy have developed to be naturally convenient for tourism. However, there are still problems and obstacles which are significant factors in the development of Yan Ta Khao district for the reason that some areas have limits to development, lack of budget to promote the development in tourism and careers for people in the community and lack of community participation. Accordingly, the guidelines to support sustainable development of Yan Ta Khao district in order to raise income and career opportunities should not affect life styles of the local people. Future sustainable development of Yan Ta Khao district should be focused on both sides of equilibrium development; the sustainable development of the Yan Ta Khao district and the cultural tourism development. This shall result in better economy and the community can maintain the emphasis as a cultural heritage and develop the potentiality of being commercial areas as it had been in the past.
