ยุทธศาสตร์การพัฒนาอาชีพศิลปหัตถกรรม การประดิษฐ์หน้ากากผีตาโขนของชุมชนอำเภอด่านซ้าย จังหวัดเลย

Abstract

การวิจัยเรื่องยุทธศาสตร์การพัฒนาอาชีพศิลปหัตถกรรมการประดิษฐ์ หน้ากากผีตาโขนชุมชนอำเภอด่านซ้าย จังหวัดเลย มีวัตถุประสงค์เพื่อศึกษาปัญหา การพัฒนาอาชีพ การสร้างยุทธศาสตร์ การทดสอบและการประเมินผลสัมฤทธิ์ของ ยุทธศาสตร์การพัฒนาอาชีพศิลปหัตถกรรมการประดิษฐ์หน้ากากผีตาโขนของชุมชน อำเภอด่านซ้าย จังหวัดเลย ใช้การศึกษาวิจัยเชิงคุณภาพโดยแบ่งการวิจัยออกเป็น 3 ระยะ ดังนี้

ระยะที่ 1 การศึกษาปัญหาการพัฒนาอาชีพศิลปหัตถกรรมการประดิษฐ์ หน้ากากผีตาโขนชุมชนอำเภอด่านซ้าย จังหวัดเลย ซึ่งได้ดำเนินการวิจัยในระหว่าง เดือน พฤษภาคม พ.ศ. 2548 ถึงเดือน สิงหาคม พ.ศ. 2549 ใช้เทคนิคการสัมภาษณ์ การประชุมระดมสมองร่วมกับกลุ่มตัวอย่างจำนวน 25 คน เป็นเครื่องมือเก็บรวบรวม ข้อมูลและทำการวิเคราะห์ข้อมูล ผลจากการวิจัยพบว่าปัญหาในการพัฒนาอาชีพ ศิลปหัตถกรรมการประดิษฐ์หน้ากากผีตาโขน มีทั้งหมด 5 ด้าน ได้แก่ ด้านรูปแบบ หน้ากากผีตาโขน องค์ความรู้หรือเทคนิควิธีทางศิลปะ วัสดุอุปกรณ์และเครื่องมือ ประดิษฐ์ การตลาด และเงินทุน

ระยะที่ 2 การสร้างยุทธศาสตร์การพัฒนาอาชีพศิลปหัตถกรรมการ ประดิษฐ์หน้ากากผีตาโขนของชุมชนอำเภอด่านซ้าย จังหวัดเลย ผลจากการวิจัย พบว่า ได้ยุทธศาสตร์การพัฒนาชุมชนอำเภอด่านซ้าย ในด้านศิลปหัตถกรรมการ ประดิษฐ์หน้ากากผีตาโขนมี 3 ยุทธศาสตร์ ได้แก่ ยุทธศาสตร์การสร้างศูนย์การเรียนรู้ ยุทธศาสตร์การประชาสัมพันธ์ และยุทธศาสตร์การสร้างเครือข่าย ซึ่งประกอบด้วย 8 แผนงาน ได้แก่ แผนงานพัฒนาผู้ผลิตและจำหน่ายผลิตภัณฑ์งานศิลปหัตถกรรม การประดิษฐ์หน้ากากผีตาโขน แผนงานพัฒนาระบบสารสนเทศภายในศูนย์เรียน รู้ชุมชน แผนงานจัดนิทรรศการภายในศูนย์เรียนรู้ชุมชน แผนงานพัฒนาเอกสาร ประชาสัมพันธ์ แผนงานพัฒนาวิดีทัศน์ แผนงานพัฒนาเจ้าหน้าที่ประชาสัมพันธ์ศูนย์ เรียนรู้ชุมชน แผนงานพัฒนาการตลาด และแผนงานพัฒนาแหล่งเงินทุน

ระยะที่ 3 การทดสอบและประเมินผลสัมฤทธิ์ของยุทธศาสตร์การพัฒนา อาชีพศิลปหัตถกรรมการประดิษฐ์หน้ากากผีตาโขนของชุมชนอำเภอด่านซ้าย จังหวัด เลย โดยใช้เทคนิคการสัมภาษณ์แบบมีส่วนร่วม แบบสังเกตและแบบทดสอบผล สัมฤทธิ์ตามเกณฑ์ของตัวชี้วัดความสำเร็จของแต่ละแผนงานและโครงการ ซึ่งผลการ ทดสอบและประเมินผลสัมฤทธิ์ของยุทธศาสตร์ พบว่า การประเมินผลสัมฤทธิ์ตาม เกณฑ์ของตัวชี้วัดความสำเร็จของ 8 แผนงาน และ 14 โครงการ จำนวน 21 ตัวชี้ วัด (KPI) โดยผู้มีส่วนร่วมในแผนงานและโครงการได้ผ่านตามเกณฑ์การประเมินผล สัมฤทธิ์ทุกแผนงาน

DEVELOPMENT STRATEGY FOR HANDICRAFT OF PHI TA KHON MASK IN DANSAI COMMUNITY, LOEI PROVINCE

This research investigated the development strategies for handicraft of Phi Ta Khon mask in Dansai community, Loei Province. The objectives of this study were to identify the problems, to formulate the strategies, to experiment and evaluate the achievement of this strategic development of Dansai community, Loei province. This research procedure was divided into three phases as follows.

Phase 1 The study was to identify the problems of Phi Ta Khon Mask handicraft development in Dansai community, Loei Province, utilizing an interview technique an d group discussion techniques with 25 target village members which was conducted during May 2005 to August 2006. The results found the problems on the development of Phi Ta Khon mask handicraft in 5 aspects separately: a model of mask, craftsmen’s knowledge and technique, materials and tools, marketing, and budgeting.

Phase 2 The study was to form development strategies in September 2006 to December 2007, using the brain storming meeting technique with 50 target members. The result revealed 3 development strategies for Phi Ta Khon mask handicraft: a strategy on constructing a community learning center, an information relation to management strategy, and a network formation strategy. Those strategies composed of 8 operating plans: a producer and distributor development plan, an information system development plan, and exhibition management plan, an information handout development plan, and information video development plan, an information staff development plan, a marketing development plan, and a budget development plan.

Phase 3 The study involved with measurement and evaluation of the achievements of the development strategies for handicraft of Phi Ta Khon mask in Dansai community, Loei Province during January 2008 to February 2009, using a participatory interviewing technique, an observation form, and an achievement test to the criteria and indication of each plan and problem. The results were found that all target group members had the achievement test of 21 indicators of 8 plans and 14 projects.
