ยุทธศาสตร์การท่องเที่ยวเชิงสุขภาพของเกาหลีใต้

Abstract

Medical tourism is an explicit form of tourism that serves the essential purpose of travellers seeking their journey in response to health and medical needs. The service coverage of medical tourism not only involves different kinds of medical services such as disease curative treatments, organ transplantation, dental treatment and cosmetic surgery but it also links to other forms of tourism and related industries in supporting medical tourist industry to foreign patients as well as their accompanies tacking along the trip. Due to the thriving value of industry, the medical tourism has been designated as the vital economic driver in different countries, particularly in Asia. In South Korea, medical tourism has rapidly expanded to become the fast growing sector that immensely impacts the tourism industry as well as contributes to Korean economic growth and job creation. Although South Korea is considered the latter country embarked medical tourism industry, the Korean government actively pursued the policy of promoting medical tourism known as “Medical Korea” in 2009 as the key strategic sector that included in the national economic development plan. Perpetually, South Korea raises up to be one of the top destinations for medical tourism with a significant growth potential upon state’s support to make South Korea as the leading medical and healthcare terminus in the world. Hence, this article aims to analyse South Korea’s policy in promoting its medical tourism by focusing on the development of medical tourism in terms of policy strategy, policy implementation and mechanism, including the effects of this policy on national healthcare system in South Korea.

การท่องเที่ยวเชิงสุขภาพเป็นรูปแบบการท่องเที่ยวที่มีลักษณะเฉพาะของการที่ผู้เดินทางหรือนักท่องเที่ยว รูปแบบดังกล่าวมีความต้องการในการเดินทางเพื่อมารับบริการทางการแพทย์และสุขภาพเป็นวัตถุประสงค์หลักของการเดินทางมากกว่าการเดินทางเพื่อความบันเทิงหรือสันทนาการเช่นการท่องเที่ยวโดยทั่วไป การท่องเที่ยวเชิงสุขภาพมีขอบเขตการให้บริการที่ครอบคลุมกว้างขวางตั้งแต่เรื่องของการรักษาโรคภัยไข้เจ็บ ทันตกรรม การผ่าตัดเสริมความงาม การปลูกถ่ายอวัยวะ ตลอดไปจนถึงกิจกรรมส่งเสริมสุขภาพต่างๆ นอกจากนี้ยังเชื่อมโยงกับการท่องเที่ยวรูปแบบอื่นๆ และอุตสาหกรรมที่เกี่ยวข้องอีกเป็นจำนวนมาก ส่งผลให้การท่องเที่ยวเพื่อสุขภาพเป็นอุตสาหกรรมที่มีมูลค่าสูงและเป็นกลไกสำคัญในการขับเคลื่อนทางเศรษฐกิจให้กับหลายๆ ประเทศที่ต่างกำหนดนโยบายในการดึงดูดนักท่องเที่ยวต่างชาติให้เดินทางเข้ามาท่องเที่ยวในประเทศของตน เช่นเดียวกับเกาหลีใต้ที่เป็นจุดหมายปลายทางของการท่องเที่ยวเชิงสุขภาพอันดับต้นของโลก ซึ่งรัฐบาลเกาหลีใต้ได้ให้ความสำคัญต่อการส่งเสริมการท่องเที่ยวเชิงสุขภาพเป็นหนึ่งในยุทธศาสตร์ของการผลักดันการเติบโตทางเศรษฐกิจตามแผนพัฒนาเศรษฐกิจแห่งชาติด้วยการประกาศนโยบาย “Medical Korea” ในปี 2009 โดยรัฐบาลได้กำหนดแผนการพัฒนาเกาหลีใต้ให้เป็นประเทศชั้นนำของโลกด้านการแพทย์และสุขภาพ บทความนี้จึงมีวัตถุประสงค์เพื่อศึกษานโยบายการพัฒนาการท่องเที่ยวเชิงสุขภาพของประเทศเกาหลีใต้ โดยม่งุ วิเคราะห์บทบาทของรฐั ต่อยทุ ธศาสตร์การพฒั นาอุตสาหกรรมการท่องเที่ยวเชิงสุขภาพของเกาหลีใต้ในเชิงกลไกและการดำเนินการ รวมทั้งวิเคราะห์ผลกระทบของการท่องเที่ยวเชิงสุขภาพที่มีต่อระบบสาธารณสุขในเกาหลีใต้
