Development of a Public Health Supervision Participatory Model on Supervisor of Roi-Et Provincial Public Health Office

Abstract

         This action research aimed to develop and evaluate a public health supervision model for district-level supervisors under the Roi Et Provincial Public Health Office. Key informants included 30 supervisors from the provincial health office and 40 supervisees from 20 districts. The study was conducted between December 2022 and September 2023. The research process was divided into three phases: (1) designing and developing a district-level public health supervision model, (2) gathering feedback from supervisors using knowledge tests, questionnaires, and focus group discussion guides, and (3) analyzing data with descriptive statistics, including frequency, percentage, mean, standard deviation, and percentage difference.
          The findings revealed several challenges in public health supervision, including issues related to roles, supervisees, supervision processes, and tools. The proposed supervision model comprised three key steps: (1) problem identification through collaborative site visits and observations, (2) problem-solving through consultation, advice, troubleshooting, and on-the-job training, and (3) fostering participation and joint decision-making. After implementing the model, supervisors demonstrated increased knowledge of public health supervision, with improvements of 41.27% and 36.84% in different aspects. The study concluded that the developed model enhanced the capacity of public health supervisors. It is recommended that relevant organizations adopt this model to further develop public health supervision within their respective units.
