Factors Affecting the Effectiveness of the Implementation of the Strategy Development of Local Administrative Organizations in Khanuworalakburi District, Kamphaeng Phet Province

Abstract

          The purposes of this research were to study the state of the implementation, to study factors affecting the effectiveness of the implementation of the strategic development, and to study the guidelines in terms of factors development affecting the effectiveness of the implementation of the strategic development of the local administrative organizations.  It is a mixed method: quantitative and qualitative research.  In terms of the quantitative study, it was conducted with samples of 322 people through Krachi and Morgan’s table and analyzed by employing frequency, percentage, mean, standard deviation, and multi-regression analysis with a significance of .05.  For qualitative research, it was conducted with 12 informants by purposive sampling via the interview and content analysis.  The findings were as follows :
          1. The state of implementation of factors affecting the effectiveness of the implementation of strategic development of the local administrative organizations in 4 facets overall was at a high level. When considering each item, it was found that the facet with the highest mean was effective service provision, followed by the infrastructure effectiveness and learning and developing effectiveness and satisfactory effectiveness of the service receivers respectively.
          2. Factors affecting the effectiveness of the implementation of the strategic development of the local administrative organizations overall were at a high level. The highest mean was the facet of education, religion, art and culture, and local wisdom, followed by sufficiency economy promotion and safe agricultural development, the facet of city mapping and infrastructure development, In terms of promoting public health, quality of life and a strong society, the facet of improving the quality of tourist attractions and promoting tourism, the facet of developing the management of local administrative organizations to be efficient and have good governance, the facet of promoting renewable energy, sustainable management of natural resources and the environment, respectively. The factor affecting the effectiveness of the implementation of the strategic development the most was the factor of education, religion, art and culture, and local wisdom (Beta=0.680) with an adjusted R Square of 0.656 or 65.60 % significantly at 0.05.
          3. Guidelines for the development of factors affecting the effectiveness of operations according to the local government development strategy, it was found that the most important thing must start with the leadership in the organization, especially the role of analyzing the rapidly changing situation and all aspects both internally and externally to know the strength, weakness, opportunity, and threat in implementing the organization's development strategy by becoming a learning organization and adaptability. Importantly, leadership must demonstrate a clear vision, mission, strategy, and goals of the organization. Furthermore, create a path that leads to success, and have the knowledge, ability, morality, ethics, and skills in communication, coordination, integration, teamwork, and networking. In addition, they should aim to create an organizational culture that creates work and happiness at the same time to create love and bonding among all parties in cooperation, unity, helping each other, creating strength, creating morale, and encouragement for each other. Due to the effectiveness of operations according to the local government development strategy, importance must be given to development at all levels.
