Legal Measures Concerning Public Participation to Prevent and Suppress Corruption in The Local Government Organization

Abstract

           This research article is part of the research on legal measures to prevent and suppress corruption in local administrative organizations. The purpose is to: (1) Systematically study corruption in local administrative organizations. (2) Study theoretical concepts related to public participation. (3) Study of legal measures in the Republic of Korea, Japan, the United States and the United Kingdom, and related international measures. (4) Study the problems and obstacles in enforcing laws regarding public participation. (5) To propose Guidelines for modifying the law to increase public involvement and make it more appropriate in the future.
           This research is a qualitative research by studying documents, in-depth interviews, and focus group meetings. The data is analyzed and synthesized to suggest appropriate solutions.
           The study found that peoples are still limited in their ability to participate with local governments and independent organizations, including the courts, to prevent and suppress corruption resulting from unclear social structures, public administration structure and legal issues. Officers' discretion and assurance of access to information. The solution is to implement domestic laws in accordance with the United Nations Convention against Corruption (UNCAC). To promote public participation and ensure the exercise of judicial rights, including enhancing the protection measures for whistleblowers, following international guidelines will help increase opportunities for public participation and ultimately solve the problem of corruption sustainably.
