Legal Measures for Regulating Single-Use Plastics in Thailand: A Study of New Zealand's Legal Approaches

Abstract

          This research article aims to examine the challenges and analyze the necessity of enacting specific legislation to regulate single-use plastics in Thailand. It also explores and analyzes legal measures for regulating single-use plastics in New Zealand.
          The researcher employed a qualitative research approach, analyzing various documents, including articles, research studies, theses, Thailand's 20-Year National Strategy, master plans under the national strategy, the 13th National Economic and Social Development Plan, the BCG (Bio-Circular-Green) Economic Model roadmap, plastic waste management policies, the national waste management action plan, international cooperation agreements, legal principles, and electronic resources related to single-use plastic regulation in both Thailand and New Zealand. Additionally, in-depth interviews were conducted with 30 experts in legal fields, academics, and public officials.
          The findings reveal that Thailand is facing a severe issue with plastic waste, particularly single-use plastics, which have significant environmental and public health impacts. Specific legislation is a necessary tool to foster responsibility and awareness among the public. Similar to New Zealand, which enforces strict measures and severe penalties for violations, Thailand could achieve success in controlling single-use plastics. The researcher, therefore, proposes a systematic and effective legislative framework to regulate single-use plastics, including enforcing the law and establishing appropriate penalties.
