The study of factors affecting the operation of the healthcare facilities for elderly or dependent persons in Bangkok

Abstract
The healthcare for eldery care or dependent care facilities, as they are small businesses and have been able to open freely as there is no law that specifically stipulates business standards. There are frequent complaints that the elderly are abused. Sometimes, accidents occur when they fall or fall out of bed because there is no good management system (Department of Business Development,2021). Currently, the Health Establishment Act B.E. 2559 and the Ministry of Business Administration have been enforced since January 27, 2021 to control and supervise the standards in establishments that intend to operate a business. They must pass the standards set by the Ministry. This research study is a quantitative research. The objective is to study the organizational factors and management factors affecting the performance of the healthcare for elderly care or dependent care facilities in Bangkok, including suggestions for guidelines for improving the performance of the establishment. The population is 169 healthcare that have been certified by the Department of Health Service Support, Ministry of Public Health. By using the Crazy and Morgan table, stratified sampling and followed by simple random sampling. A questionnaire is used as the research tool. Descriptive statistics are analyzed. Data were analyzed using frequency, percentage, standard deviation, one-way analysis of variance, and multiple regression analysis. The results of the research found that 1) Establishments with different characteristics and registered capital had significantly different performance at the .05 level, and establishments with different duration of operation and experience of operators had significantly different performance at the .01 level. 2) All 4 management factors can jointly explain the change in performance of the healthcare in Bangkok as a whole by 67.7 percent with statistical significance at the .01 level. When ranking the influences, it was found that management factors in terms of strategic management and budget had an effect on the performance of the healthcare in Bangkok as a whole in the same direction with statistical significance at the .01 level. 3) Guidelines for developing the performance of establishments caring for the elderly or dependent people in Bangkok found 3 guidelines: 1. Procuring sufficient sources of funds to operate the establishment efficiently. 2. Allocating personnel who can be registered as service providers, sufficiently and appropriately, to perform the work. 3. Developing strategic management to determine the path and direction of the operation.
