The Documentary Research to Synthesize Knowledge Based on Incident Command System Concepts.

Abstract

          The objectives of the study was to examine and synthesize knowledge based on the concepts of the incident command system from books, documents, textbooks, research, and experts. By studying the key concepts, theories, and related literatures based on 1) Field operations Guide for incident commander 2) Public health emergency incident command System 3) Standard operations procedure 4) Public charity organization rescue operations guide 5) Thailand incident command system 6) Incident command system and emergency management.
           The research results show that the bodies of knowledge based on the concept of the incident command system consists of four bodies of important knowledge as follows: Knowledge No 1: Emergency management including definition and meaning of emergency management, National disaster prevention and mitigation plan, emergency management plan and operations guide and setting up an emergency management organization in Bangkok.  Knowledge No. 2: Incident command system consists of the history of the incident command system and the principles of emergency management. Knowledge No. 3: The organizational structure of the incident command system consists of incident commander, joint public relations information center, public relations officer, consultant, operations coordination center, coordination officer and supporting section. Knowledge No 4: The incident command system plan consists of the principle on emergency response plan, incident response plan and ICS form.
