Implementation of the income insurance policy for rice growers of the Office of Agriculture Phitsanulok Province

Abstract

            The objectives of the research are 1) to study the level of effectiveness 2) to analyze factors that affect effectiveness 3) to study ways to promote policy implementation. It is a research that combines random sampling methods from 400 rice farmers in Phitsanulok province. The instrument is a questionnaire. and the interview form was analyzed using Stepwise Multiple Regression statistics. Research results 1)The level of effectiveness in income security is low. Job security is at a moderate level. The aspect of maintaining price stability is at a high level. The budget burden reduction aspect is at a moderate level. and the success of policy implementation is at a moderate level 2)The factor that affects the effectiveness of income stability the most is inequality reduction, followed by economic conditions and satisfaction. Factors affecting the effectiveness of job security The most impact is on satisfaction. Next is the aspect of reducing inequality. Market competition and economic conditions The factor that most affects the effectiveness of maintaining price stability is the satisfaction of all parties. Followed by market competition and economic conditions. The factor that affects the effectiveness of reducing the state's budget burden the most is the market competition aspect. Followed by satisfaction and inequality reduction. Factors that most affect the effectiveness and success of policy implementation is the satisfaction of all parties Followed by market competition and natural disasters. 3) Guidelines for promoting policies to increase strengths, reduce weaknesses, find opportunities and avoid obstacles to increase farmers' potential.
