The Study of the Evaluation Model for Strengthening Local Governance: A Case Study of a National Good Governance Award

Abstract

        This research aimed to study (1) identify and analyze the challenges and barriers faced by recipients of the Good Governance Award, (2) explore how the Good Governance Award could enhance local governance practices, (3) propose an approach for applying evaluation theory within this context, and (4) provide insights into the developing assessment models to strengthen local governance through the national governance award. This qualitative research employed in-depth interviews and focus groups to collect data from a specific targeted population. Eight local organizations from award-winning and non-award-winning areas were selected, with a minimum of 4 interviewees from each location, totaling more than 32 interviewees. The analysis of data utilized descriptive statistics and content analysis. The research findings revealed the following:
       1) Challenges and obstacles were found from knowledge inadequacies in providing information, insufficient budget allocations, and staffing shortages. 2) Strengthening local governance through the Good Governance Award was found an award was important to make the project successful. 3)The guideline for the evaluation process of the Governance Award was found that the evaluation of the Award with CIPP had limitations related to time and resources, complexity, and accuracy, and 4) Consideration guidelines for evaluating Local Governance through the national Good Governance Award was found that the evaluation model was still unable to drive Local Governance. The appropriate consideration guidelines should prioritize resources and budget.
