Learning Resource Management Model to Develop Quality in Small School under the Office of the Basic Education Commission

Abstract
This research aimed to develop a learning resource management model to develop student quality in small schools under the Office of the Basic Education Commission. The research was conducted in 3 steps: 1) Studying the components and guidelines for learning resource management to develop student quality in small schools under the Office of the Basic Education Commission by studying related documents and research, interviewing 5 experts, and studying 3 best practice schools. 2) Creating a learning resource management model to develop student quality in small schools under the Office of the Basic Education Commission by using data from step 1 to draft the development of the model and check the suitability of the model through focus group discussions with 9 experts. 3) Evaluating the feasibility and usefulness of the learning resource management model to develop student quality in small schools under the Office of the Basic Education Commission. The sample consisted of 317 school directors in the lower northern region by stratified random sampling.
The research results found that:
1. The learning resource management model to develop student quality in small schools under the Office of the Basic Education Commission consisted of 5 components: 1) People involved in learning resource management, 2) Types of learning resources, 3) Learning resource management processes in schools, 4) Learning resource development, and 5) Student quality. The results of the examination of the learning resource management model to develop student quality in small schools under the Office of the Basic Education Commission, the experts agreed that it was appropriate.
2. The results of the evaluation of the learning resource management model to develop student quality in small schools under the Office of the Basic Education Commission found that it had feasibility and usefulness at the highest level, and passed the evaluation criteria.
