The Guidelines for Developing Learning Leadership Characteristics of School Administrators under Phitsanulok Primary Educational Service Area Office 3

Abstract
The purposes of this research were to study: 1) learning leadership characteristics of school administrators, and 2) guidelines for developing learning leadership characteristics of school administrators. This research study was separated into 2 steps: 1) A study on learning leadership characteristics of school administrators, the research instrument was a questionnaire. The research sample group included 310 school administrators and teachers under Phitsanulok Primary Educational Service Area Office 3; and 2) Finding guidelines for developing learning leadership characteristics of school administrators was conducted using the study results from step 1 to find guidelines by using the research instrument through interviews with 5 experts in policy setting and learning leadership development in educational institutions.
The research results were found as follows: 1) Results of the study on learning leadership characteristics of school administrators in the overall was at a high level. When each aspect was considered, it was found that the highest average aspects were learning integration, team learning, operational technology, setting up an environment conducive to learning, and creativity, respectively. 2) Guidelines for developing learning leadership characteristics of school administrators, the creative aspect had the lowest average. It was suggested as the guidelines for development, school administrators should organize activities for personnel to have the opportunity to exchange knowledge and work experiences, and training would stimulate creativity and present new ideas that could lead to the efficient improvement and development of work processes in the organization. Furthermore, school administrators should develop or use information systems to collect and analyze data from both within and outside the organization to support decision-making and work planning. This system had to provide current and highly accurate information so that school administrators could use their experience and knowledge to analyze situations and apply them appropriately.
