The Model on Administration and Management of the Risk for Fuel Stations Under Fuel Smuggling in Songkhla Province

Abstract

          This research aimed to study 1) study the process of fuel smuggling in Songkhla Province 2) study the management situation of fuel stations in Songkhla Province 3) study risk factors and problems arising from smuggling. 4) Propose a risk management model of fuel stations under fuel smuggling in Songkhla Province. This research is mixed method research that collects qualitative data with non-participant observation and in-depth interviews with those involved in fuel smuggling of the 5 key performants and quantitative data were collected by questionnaires and the total population was 268 fuel station executives. After that, in-depth interviews with fuel station executives there were 7 key informants. The research instruments used for data analysis were observation forms, questionnaires and interview forms. The data were analyzed to the creation of the grounded theory, descriptive statistics, and thematic analysis. The results of the research revealed that 1) the methods and procedures for smuggling at the border checkpoints in Songkhla province were too easy and there are many factors support to smuggling. 2) Risk management procedures based on COSO framework can be applied effectively. 3) The model on administration and management of the risk for fuel stations in Songkhla province that we found was a model that could be applied effectively, there are 5 models as follows: (1) Increasing new income and maintaining existing income        (2) Customer Relationship Management (3) Upgrading service standard beyond expectations    (4) Developing the potential to be more than just a fuel station, and (5) Public Relations that customers want.
