Assessment of Tobacco Control System and Mechanism in Tobacco Products Control Act B.E. 2560: The Bangkok Tobacco Products Control Committee

Abstract
Thailand attaches great importance to solving the problem of quality of life arising from tobacco products consumption by revising the tobacco control laws to be up-to-date. The current law is the Tobacco Products Control Act B.E. 2560, which one of the important revision part was to mandate the establishment of National and Provincial Tobacco Products Control Committees as the mechanism for driving tobacco control. The purposes of this research were to study and evaluate the Bangkok Tobacco Products Control System and Mechanism. Data were collected by interviewing key informants of the Bangkok Tobacco Products Control Committee and its network partners, and the document analysis on the report of the implementation of the Bangkok Tobacco Product Control Action Plan 2020–2022. Data were analyzed by descriptive statistics and content analysis. The findings were as follows:
The components of the tobacco products control system and mechanism of Bangkok were as follows: 1) the environment component consisting of the National Tobacco Products Control Strategic Plan and the tobacco product activities from network partner units; 2) the input component consisting of the Tobacco Products Control Committee and Sub-committee, the Tobacco Products Control Action Plan, and the resources; 3) the process component consisting of the implementation of the Bangkok Tobacco Products Control Action Plan; 4) the output component consisting of goal achievement of the Tobacco Products Control Action Plan; 5) the feedback component consisting of the information of assessing implementation results and the solutions to problems and obstacles of the Tobacco Products Control Action Plan; 6) the mechanism component consisted of the Tobacco Products Control Committee’ s duties. The output success of the Tobacco Products Control Action Plan was at very high level. There were solutions to problems and obstacles that were able to used as lessons learned for improving success.
