A Model for Developing Competencies of Secondary School Administrators in the New Era under Jurisdiction of the Secondary Educational Service Area Office Phra Nakhon Si Ayutthaya

Abstract

          This research is aimed to develop a model for developing competencies of secondary school administrators in the new era under jurisdiction of the Secondary Educational Service Area Office Phra Nakhon Si Ayutthaya. The research procedure was divided into 4 phases:  1) to study the present state of competencies in the development of secondary school administrators in the target area of 68 secondary school administrators and 9 professionals; 2) to develop and validate the draft model in terms of propriety and accuracy by 5 experts; 3) to evaluate the model in terms of utility and feasibility by 68 secondary school administrators; and 4) to test the model at 2 schools with 6 subjects. Research instruments consisted of questionnaires, interviews, and assessment forms. The data were analyzed by a computer program. And research statistics included percentage, mean, and standard deviation.
           The research results indicated that: 1) The present state of competencies in developing secondary school administrators in the new era have overall performance at the highest level. 2) The model for developing competencies of secondary school administrators in the new era under jurisdiction of the Secondary Educational Service Area Office Phra Nakhon Si Ayutthaya consists of 2.1) three competency components that are knowledge, skills, and attributes 2.2) five competencies of secondary school administrators in the new era: instructional leadership, collaborative relationship, strategic planning, change management, and human resource development. 3) The results of the model evaluation showed that the utility and feasibility was at the highest level. And 4) The results of the experiment based on the model found that overall results were also at the highest level. The rate of increase of developing competencies was at 0.09.
