Development of a Framework for Assessing the Potential for Aging Care Management of the Local Administrative Organization in Eastern Special Development Zone

Abstract

          The objectives of this research were: 1) To identify a dataset of principles, criteria, indicators, and verifiers of the potential for aging care management of the local administrative organization in the eastern special development zone using an in-depth interview. 2) To develop a potential for aging care management assessment framework for the local administrative organizations in the eastern special development zone using a modified e-Delphi procedure and the Analytic Hierarchy Process. 3) To develop an online assessment framework program; and 4) To study the results of using the assessment form for the aging care management of local administrative organizations. Data were analyzed using content analysis and the Mann-Whitney U Test. The results were as follows:
          1. The dataset of the potential for aging care management of the local administrative organization in eastern special development zone consisted of three principles: 1) Management for Organizational Performance (POLC) principles; 2) Long-Term Care of the Elderly (LTC) principles and 3) Aged-friendly city principles.
          2. The development of an assessment framework included the three principles, 11 criteria, 27 indicators, and 89 verifiers. Assessing the potential for aging care management was categorized into five levels from 1 (needing improvement) to 5 (excellent).
         3. The developed online assessment framework program was found to be acceptable.
          4. The evaluation results of aging care management of local administrative organizations in the Eastern Special Development Zone who received the Outstanding Long Term Care Subdistrict Award and those who did not receive the award from the Ministry of Health differed statistically at the .01 level.
