The Development of Guidelines for Online Learning Management for Schools under The Secondary Education Service Area Office Mahasarakham

Abstract
This research aims to 1) study current , desirable conditions and the needs assessment of online learning management for school under the secondary education service area office Mahasarakham and 2) develop guidelines for online learning management for school under the secondary education service area office Mahasarakham. The research was carried out into 2 phases. Phase 1 was to study the current and desirable conditions of online learning management for school under the secondary education service area office Mahasarakham. The samples were 400 school administrstors and teachers using stratified random sampling technique and research instrument was questionnaire. Phase 2 was to develop guidelines for online learning management for school under the secondary education service area office Mahasarakham. The target group were 3 administrators and were 3 teachers from School with best practices and 7 educational experts using purposive sampling method and research instrument were semistructure interview and an assessment of appropriateness and feasibility of the program. Data were analyzed by using percentage, mean and standard deviation and Priority Needs Index.
The results showed that 1. The overall of current condition of guidelines for online learning management for school under the secondary education service area office Mahasarakham was at moderate level and the desirable condition of guidelines for online learning management for school under the secondary education service area office Mahasarakham was at the highest level and the needs assessment of online learning management for school were that the modified priority needs index (PNImodified) = 0.123-0.160 by Instructional design for Online learning are the most important needs first. Followed by assessment and evaluation of learning and Online learning management system. 2. Development of online learning management for school under the secondary education service area office Mahasarakham were consisted of principle Instructional design for Online learning , assessment and evaluation of learning and Online learning management system. Learning by doing and thinking, The result of study a guideline of Development of online learning management for school under the secondary education service area office Mahasarakham in term of appropriateness was at the highest level and possibility was at the highest level.
