Barriers in Personnel Management of Local Government Organizations

Abstract

          This article aimed to present the problems and obstacles of human resource management in local administrative organizations in different aspects. The findings revealed that human resource management in local administrative organizations still contained a number of problems and obstacles, e.g., the structure of local human resource management, recruitment process, lack of personnel, and patronage system. These were resulted from different levels of government committees or local officers in charge of human resource management in local administrative organizations. This caused overlapping authority, resulting in the delay of human resource management process. The problem in term of regulations and legislated laws that gave too much authority to local administrators for human resource management also facilitated them to use their authority freely as desired. Patronage system caused exchange of interests, resulting in poor quality of personnel in local administrative organizations, which affected their administrative quality. Moreover, lack of large amount of personnel in various work fields for local administrative organizations forced an employee to be in charge of many duties, affecting his/her performance. Therefore, the organizations and all involved persons must pay attention to these problems. They must also find development and improvement methods for human resource management process in local administrative organizations to be in accordance with codes of conduct and current situations.
