Policy Proposal for the Administration of Quality Schools in Tambon Thapla District, Uttaradit Province Uttaradit Primary Educational Service Area Office 2

Abstract
The objective of this study was to study the problem and develop policy proposal for the administration of quality schools in Tambon Thapla District, Uttaradit Province, Uttaradit primary educational service area office 2. The target groups used to study the problem were 1 administrator of Tambon quality schools, 1 chairperson, 1 academic head teacher, and 1 parent representative from 7 Tambon quality schools, totaling 28 people. The target group used to develop the policy proposal were 1 director of Uttaradit primary educational service area office, 3 Uttaradit education supervisors, 6 chairmen of Tambon quality schools, Uttaradit primary educational service area office 1 and 2 who were obtained by selective selection. The instruments used were meeting minutes and interview forms. The data was analyzed by content analysis.
The results of the study of the problem found that the first aspect was the infrastructure which was insufficient school buildings, damaged condition, no shuttle buses for students, damaged electrical system inside the building, no solar panels installed, uneven water supply, damaged groundwater system, a shortage of drinking water in the dry season, lack of drinking water filtering equipment, unstable internet signal, and computers were not ready and insufficient to use. The second aspect of education promotion was a shortage of Chinese teachers, a lack of STEM education management equipment, insufficient budget for purchasing materials, a lack of equipment for teaching vocational skills for students to practice, a school website lacking in use, and teachers unable to create a school information system. The third aspect was the lack of coordination with the provincial education office to improve the quality of the school.
The result of policy proposal development found that 1. In terms of mobilizing resources for educational management, planning and setting up budgets, administrators can mobilize a variety of resources to develop students to achieve goals and budget management that is transparent and accountable. 2. In terms of participation in education management, cooperation should be established between educational institutions and communities to build trust and confidence in the development of educational quality. 3. In terms of management, all concerned parties together drive the policy into concrete in order to achieve the goals of Tambon quality schools..
