Abstract

          This research study aims to study problem and Guidelines for applying the law to tackle the problem of waste processing plants Ban Kham Bon, Non Thon Subdistrict, Mueang District, Khon Kaen Province. Is a qualitative research. Target groups are community leaders who know the community context. People who live in the area around the factory Factory staff And officials of Khon Kaen City Municipality. The interview questionnaire was used as a tool for data collection and descriptive analysis.                                                                                                                                                                                                                                  The research results were found that: 1. The problem of people near the factory. There are economic problems, unable to work, store antiques, sell and the factory and not hiring local people. Social problems caused migration from people outside the area to work in the area. There is a problem of congestion in housing. Environmental problems include pollution and toxic problems including air, soil, water and noise, affecting the physical health of people in the area. And the important problem is that people lack participation in solving problems together with Khon Kaen Municipality.                                                                                    2. Guidelines for applying the law to manage problems Public Health Act B.E. 2535, Laws dealing with the well-being of the people, Laws governing food for consumption, Consumer Protection Act, B.E. 2522, The laws governing the housing environment, Laws on the management of the sanitary system and Legal measures to encourage people to take part in solving environmental problems.
