Monitoring and Evaluating the Results of Local Development at the University Nakhon Sawan Rajabhat According to the Mission of Higher Education Institutions, Group 3

Abstract

          Monitoring and evaluation of Nakhon Sawan Rajabhat University's local development per the mission of Third-group higher education institutions
The objectives of this research are as follows: 1) to monitor and evaluate the local development of Nakhon Sawan Rajabhat University following the mission of third group higher education institutions, 2) to study ways to improve and develop the management system of Nakhon Sawan Rajabhat University that is conducive to local development, and 3) to identify the operating trends of Nakhon Sawan Rajabhat University according to the local development performance that emphasizes the results for the people. The study was based on two strategies, namely: Strategy 1: Local Development and strategy 4: the Development of a management system for project implementation in the 2022 fiscal year scheduled to be implemented in 3 phases as follows: Phase 1: Monitoring and evaluation of local development of Nakhon Sawan Rajabhat University according to the mission of higher education institutions in the third Group 3 conducted following the Parallel – Database Design. Phase 2: Studying guidelines for improving and developing the management system of Nakhon Sawan Rajabhat University that facilitates local development. This phase was conducted following a Parallel- Database Design. Phase 3: Identifying the operational trends of Nakhon Sawan Rajabhat University based on local development performance that focuses on the impact on the people. The target group consisted of the governor of Nakhon Sawan province, the president of Nakhon Sawan Rajabhat University, participating and non-participating lecturers of Nakhon Sawan Rajabhat University, Nakhon Sawan Rajabhat University students, government representatives, local leaders, community representatives and people in the area of Nakhon Sawan Rajabhat University who participated in 3 joint projects of Nakhon Sawan Rajabhat University and two projects at Nakhon Sawan Rajabhat University conducted according to the local context. Quantitative and qualitative data were collected using interviews, focus group discussions, and paper and online questionnaires. Data were analyzed using descriptive statistics, mean, and standard deviation and content analysis.
           The results of the research found that 1) Nakhon Sawan Rajabhat University has implemented local development in its area of responsibility including Nakhon Sawan Province and Uthai Thani Province by specifying a total of 16 projects to support the strategy, with the local development strategy divided into 4 sub-aspects, namely the economic aspect with 5 projects, 1 project for the social aspect, 1 educational project with no environmental project. The management system development strategy has one project, with each project achieving its specified indicators 2) Guidelines for improving and developing the management system of Nakhon Sawan Rajabhat University that is conducive to local development is to encourage cooperation from external agencies to participate in policy formulation in all related and relevant areas. The workload should be distributed appropriately to the personnel available. Redundant procedures should be minimized to speed up operations. 3) The operating trend of Nakhon Sawan Rajabhat University is to focus on education first, followed by economic and social aspects respectively.
