ลักษณะผู้นำอันพึงประสงค์ของคณะกรรมการ การเลือกตั้งประจำจังหวัดของประเทศไทย

Abstract

งานวิจัยนี้เป็นการวิจัยเชิงประยุกต์ ลักษณะวิธีการวิจัยทางสังคมศาสตร์เชิงพรรณนา การวิจัยครั้งนี้ผู้วิจัยทำการ แปลความหมาย วิเคราะห์ ประมวลผลข้อมูลที่ได้รับและนำเสนอผลงานวิจัยแบบพรรณนาวิเคราะห์ มีวัตถุประสงค์ เพื่อศึกษาข้อมูลทั่วไปของคณะกรรมการการเลือกตั้งประจำจังหวัด เพื่อศึกษาลักษณะผู้นำ อันพึงประสงค์ของคณะกรรมการ การเลือกตั้งประจำจังหวัด และเพื่อศึกษาหาแนวทางการพัฒนาคณะกรรมการการเลือกตั้งประจำจังหวัดให้มีลักษณะผู้นำ อันพึงประสงค์

ผลการศึกษาพบว่า ข้อมูลทั่วไปของกลุ่มประชากรที่เลือกศึกษาจำนวน 5 กลุ่ม ประกอบด้วย คณะกรรมการ การเลือกตั้งประจำจังหวัด ผู้อำนวยการการเลือกตั้งประจำจังหวัด พนักงานของสำนักงานคณะกรรมการการเลือกตั้ง ประจำจังหวัด คณะกรรมการการเลือกตั้งประจำเขตเลือกตั้ง และคณะกรรมการการเลือกตั้งประจำองค์กรปกครอง ส่วนท้องถิ่น กลุ่มประชากรคิดเป็นอัตราส่วนเพศชายต่อเพศหญิงเท่ากับ 7 ต่อ 2 ส่วนใหญ่มีช่วงอายุตั้งแต่ 50 ปี – ไม่เกิน 60 ปี และตั้งแต่ 40 ปี – ไม่เกิน 50 ปี มีการศึกษาระดับปริญญาโท มีช่วงรายได้ตั้งแต่ 35,000 บาท - ไม่เกิน 45,000 บาท ตั้งแต่ 45,000 บาท - ไม่เกิน 55,000 บาท และตั้งแต่ 25,000 บาท - ไม่เกิน 35,000 บาท ตามลำดับ และสังกัดหรือเคยสังกัดหน่วย งานราชการพลเรือน และพบว่าลักษณะผู้นำอันพึงประสงค์ของคณะกรรมการการเลือกตั้งประจำจังหวัดของประเทศไทย เป็นลักษณะมนุษยสมบัติของผู้นำ โดยเน้นประเด็นหลัก ด้านคุณสมบัติ (ปฏิบัติ ความคิด และจิต) ด้านบริวารสมบัติ และ ด้านรูปสมบัติ ประเด็นรองด้านคุณสมบัติ (แหล่งที่มา) และด้านทรัพย์สมบัติ ในด้านรูปสมบัติควรคำนึงถึงความแตกต่าง ของคณะกรรมการการเลือกตั้งประจำเขตเลือกตั้งและพนักงานของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัด ในด้านคุณสมบัติ (ปฏิบัติ) ควรคำนึงถึงความแตกต่างของกลุ่มเป้าหมายที่อยู่ในพื้นที่ต่างภาคกัน 1 กลุ่ม ได้แก่ ภาคเหนือ และภาคกลาง ในด้านบริวารสมบัติ ควรคำนึงถึงความแตกต่างของกลุ่มเป้าหมายที่อยู่ในพื้นที่ต่างภาคกัน 3 กลุ่ม ได้แก่ ภาคเหนือและภาคกลาง ภาคเหนือและภาคใต้ ภาคตะวันออกเฉียงเหนือและภาคกลาง และพบลักษณะผู้นำอันพึงประสงค์ ของคณะกรรมการการเลือกตั้งประจำจังหวัดของประเทศไทยด้านคุณสมบัติที่สำคัญมากที่สุด 3 ประการ คือ ยึดจรรยา บรรณ รู้ในหน้าที่ มีวิสัยทัศน์

THE LEADERSHIP CHARACTERISTICS OF THE PROVINCIAL ELECTION COMMISSION OF THAILAND

This research is applied research in which the researcher interpreted, analyzed and assessed the data using descriptive methods in social sciences. The purposes of this study are to obtain general information about the Provincial Election Commission, to study the expected leadership characteristics of the Provincial Election Commissioners, and to provide guidelines for development of the Provincial Election Commissioners to possess the expected leadership characteristics.

The general information was collected from 5 population groups, consisting of the Provincial Election Commission, Director of the Provincial Election Commissioner, employees of the Office of The Provincial Election Commission, Constituency Election Commission, and Election Commission of Local Administration. The male to female ratio of the samples was 7 : 2. The majority of population was between the age of 50 and 60 years and between 40 and 50 years, respectively, with a master’s degree. Their average income ranges from 35,000 - 45,000 baht, from 45,000 - 55,000 baht, and from 25,000 - 35,000 baht, respectively. In addition, they have/had been government officials. The results suggest that the expected leadership characteristic of the Provincial Election Commissioner is human prosperity leadership characteristic, with the emphasis on qualification (hand, head, and heart), satellite, and good-looking qualities, while minor expectations are qualification (source) and property. In terms of the good-looking quality, the differences among the constituency election commissions and employees of the Office of the Provincial Election Commissions should also be taken into account. As for the qualification (hand), there are differences between sample groups in different areas: northern and central regions. While value the satellite, there are also differences between sample groups in 3 different areas: northern and central regions, northern and southern regions, and northeastern and central regions. The three most expected leadership characteristics of the Provincial Election Commissioners are ethical concerns, knowledge, and vision.
