Abstract

The objectives of this article were to study the management integration of National Village and Urban Community Fund Office, and to investigate the problems and factors in the management integration of National Village and Urban Community Fund Office. Mixed methods research was used as the methodology through qualitative and quantitative research methods. The target population were 160 employees of National Village and Urban Community Fund Office, all surveyed. Out of these 146 were complete questionnaires; or the response rate was 91.25%. These were analyzed using computer programs.

The results indicated that problems affecting the management of National Village and Urban Community Fund Office related to aspects of human resource, budget, general management, technology, moral, services and policy factors. Factors influencing its operation are: state of community economy, technology, organizational culture and general environment. Hence, the existing management has not fulfilled the objectives laid out in the National Village and Urban Community Fund Act 2004 (2547). Its five principles have not been satisfactorily met. They are: 1) Support the awareness of community and local, 2) Community defied future and manage the village and community with their own wisdom, 3) Provide benefit to the needy in the village and community, 4) Connect cooperative learning process between the community, government agencies, private sector and civil society, 5) Distribute the power to local and develop basic democracy.
