การพัฒนารูปแบบการบริหารแบบมีส่วนร่วม สำหรับโรงเรียนดีประจำตำบล Development of a Participative Management Model for Outstanding Sub-district Schools
Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ ๑) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหาร แบบมีส่วนร่วมในโรงเรียนดีประจำตำบล ๒) เพื่อพัฒนารูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียน ดีประจำตำบล วิธีดำเนินการวิจัยเป็นแบบวิจัยและพัฒนา โดยมีขั้นตอนการวิจัย ๔ ขั้นตอน คือ (๑) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารแบบมีส่วนร่วมในโรงเรียนดีประจำตำบล ๑๒๓ โรงเรียน โดยใช้แบบสอบถาม และหาค่าความต้องการจำเป็นในการใช้รูปแบบการบริหารแบบมีส่วนร่วม ๔ รูปแบบ (๒) ร่างรูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำตำบล (๓) ประเมินความ เหมาะสมและความเป็นไปได้ของรูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำตำบล โดย ผู้ทรงคุณวุฒิเป็นรายบุคคล ๓๐ คน และประชุมกลุ่มผู้ทรงคุณวุฒิ ๑๕ คน และ(๔) ปรับปรุงและนำเสนอ รูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำตำบล การวิเคราะห์ข้อมูลใช้สถิติเชิงบรรยาย และการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า องค์ประกอบของรูปแบบการบริหารแบบมีส่วนร่วม ประกอบด้วย ส่วนที่ ๑ ชื่อรูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำตำบล คือรูปแบบการบริหารแบบมีส่วน ร่วมโดยครูและชุมชนเป็นหลัก ส่วนที่ ๒ หลักการ แนวคิด และวัตถุประสงค์ของรูปแบบ ส่วนที่ ๓ องค์ ประกอบของการบริหาร ประกอบด้วย การบริหาร ได้แก่ การวางแผน การนำแผนไปสู่การปฏิบัติ และ การประเมินผลโดยครูและชุมชนเป็นหลัก ส่วนที่ ๔ การนำรูปแบบการบริหารแบบมีส่วนร่วมไปใช้และ เงื่อนไขของความสำเร็จ
The aims of this research were: 1) to study the degree of success and importance of participative management in an outstanding sub-district school; and 2) to develop a participative manageundertaken using a research and development approach that consisted of 4 steps as follows: (1) study of 123 schools; (2) construction of a model; and (3) verification of the model by 30 experts, and an evaluation of the model by a focus group of 15 experts, followed by final adjustments to the model. The research instruments were a questionnaire and an evaluation form. The data were analyzed by content analysis and descriptive statistics.
The research results were as follows: 1) The model was composed of 4 parts: The 1st part was that a participative management model for an outstanding sub-district school required professional and community control. The 2nd part was the principle and objective of a participative management model. The 3rd part was an implementation process which consisted of 4 factors. They were preparation, implementation process, evaluation, and report. The 4th part was the conditions of the participative management model which was composed of success and obstacle factors and the sources of these factors (superordinate, subordinate, and participants). 2) The developed model was evaluated by experts and school administrators and found to be highly suitable and able to be implemented.ment model for outstanding sub-district schools.The research was
