การพัฒนารูปแบบการบริหารที่เหมาะสมสำหรับ สถาบันการอาชีวศึกษา Development of an Appropriate Management model for vocational Education Institutions
Abstract
การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาพันธกิจและสภาพของสถาบันการอาชีวศึกษา ใช้ แบบสอบถามผู้บริหารสถานศึกษา ผู้บริหารสำนักงาน คณะกรรมการการอาชีวศึกษาและคณะกรรมการ คุณวุฒิวิชาชีพ จำนวน ๒๕๗ คน การศึกษารูปแบบการบริหารของสถาบันการศึกษาที่มีพันธกิจในการ จัดการศึกษาใกล้เคียงกับสถาบันการอาชีวศึกษา แล้วศึกษารูปแบบการบริหารที่เหมาะสมกับสถาบัน การอาชีวศึกษาที่จะจัดตั้ง จัดทำเป็นร่างรูปแบบการบริหาร ตรวจสอบและประเมินรูปแบบความเหมาะสม และความเป็นไปได้โดยผู้เชียวชาญและผู้มีส่วนได้เสียแล้วนำข้อเสนอแนะของผู้เชี่ยวชาญ และผู้ทรงคุณวุฒิ ด้านอาชีวศึกษามาปรับปรุง ให้มีความเหมาะสมและจัดสนทนากลุ่ม (Focus Group) เพื่อพิจารณา รูปแบบการบริหารที่เหมาะสมสำหรับสถาบันการอาชีวศึกษาที่จะจัดตั้ง
ผลการวิจัยสรุปได้ว่า สถาบันการอาชีวศึกษาที่จะจัดตั้งควรมีลักษณะเป็นทั้งสถาบันเฉพาะทาง และสถาบันสมบูรณ์แบบ จัดตั้งใหม่โดยการรวมสถานศึกษาหลายแห่งควรกระจายการจัดตั้งในทุกกลุ่ม จังหวัด ควรเปิดสอนสาขาวิชาที่ตรงกับความต้องการของพื้นที่บริการ ควรมีพันธกิจ และรูปแบบ การบริหารควรเป็นรูปแบบการบริหารแบบมีส่วนร่วม ควรมีโครงสร้างการบริหารที่เป็นการกระจายอำนาจ บริหารไปให้คณะวิชา/วิทยาลัย/หน่วยงานย่อย บริหารในลักษณะเป็นสถาบันที่เป็นส่วนราชการ ซึ่งควรมีลักษณะสำคัญของรูปแบบการบริหารแบบมีส่วนร่วม
The purposes of this research were to determine mission and condition of vocational education institutions. The researcher used a questionnaire to survey 257 school executives belong to the Office, the Office executives, The Vocational Education Commissions, and the Professional Qualifications Commissions. Then, the model was reviewed and evaluated for suitability and implementation feasibility by experts and persons who were concerned with vocational education institutions. Next, where appropriate, the comments were used to improve the management model for vocational education institutions. Finally, a focus group was established to consider the management model for vocational education institutions.
The result of this research is that vocational education institutions which are to be established should be both specific institutions and complete institutions. Therefore, they could be located in any of the provinces and could open departments which match with the requirements in those in various areas. Moreover, the management model should be a participation model containing a management structure that delegates to other faculties, colleges and units. The management should follow the procedures of official institutions.
