Selected Administrative Factors Affecting the Implementation of the Policy on Creating Opportunities, Equity and Equality in Education in Schools under the Office of the Basic Education Commission, Surat Thani

The purposes of this study were to study: 1) the selected administrative factors affecting policy implementation in schools; 2) the state of the policy implementation in schools; 3) the relationship between selected administrative factors and the state of policy implementation in schools; and 4) the selected administrative factors affecting the implementation of the educational opportunity creation, equality and equality policy of schools under the Office of the Basic Education Commission in Surat Thani Province. The sample consisted of 450 school administrators and teachers. The employed research instrument was a questionnaire. The data were statistically analyzed using frequency, percentage, mean, standard deviation, Pearson Product Moment Correlation, and Stepwise Multiple Regression Analysis. Research findings revealed that 1) both overall and specific aspects of selected administrative factors related to the policy implementation in schools were rated at the high level; 2) both overall and specific aspects of the state of the policy implementation in schools were rated at the high level; 3) in regards to the relationship between selected administrative factors and the state of policy implementation in schools, it was found that they correlated positively at the high level; and 4) the selected administrative factors affecting the implementation policy of schools were those of the monitoring and evaluation, organizational leadership, resource contribution, and policy text. All factors were able to predict 64.20% of the policy implementation in schools which was significant at the .01 level.
