การพัฒนารูปแบบการบริหารกิจการนิสิตนักศึกษาตามแนวปรัชญาเศรษฐกิจพอเพียงและหลักธรรมาภิบาลในมหาวิทยาลัยในกำกับของรัฐ

บทคัดย่อ

          วัตถุประสงค์การวิจัยเพื่อ 1) วิเคราะห์องค์ประกอบการบริหารกิจการนิสิตนักศึกษาตามแนวปรัชญาเศรษฐกิจพอเพียงและหลักธรรมาภิบาล 2) พัฒนารูปแบบการบริหารกิจการนิสิตนักศึกษาตามแนวปรัชญาเศรษฐกิจพอเพียงและหลักธรรมาภิบาล กลุ่มตัวอย่างเป็นผู้ที่ทำงานเกี่ยวข้องกับกิจการนิสิตนักศึกษาในมหาวิทยาลัยในกำกับของรัฐ 12 แห่ง จำนวน 1,320 คน วิเคราะห์ข้อมูลด้วยการวิเคราะห์เอกสาร วิเคราะห์องค์ประกอบเชิงสำรวจ  วิเคราะห์องค์ประกอบเชิงยืนยันอันดับที่ 1 - 2 โดยใช้โปรแกรม LISREL และสัมภาษณ์กลุ่มตัวอย่าง 24 คน

          ผลการวิจัยพบว่า 1) องค์ประกอบหลักของการบริหารกิจการนิสิตนักศึกษาตามแนวปรัชญาเศรษฐกิจพอเพียงและหลักธรรมาภิบาลอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 มี 4 องค์ประกอบเรียกว่า M.A.I.N. Model  ได้แก่ 1.1) งานด้านส่งเสริมคุณธรรมตามแนวปรัชญาเศรษฐกิจพอเพียงและหลักธรรมาภิบาล (Moral) 1.2) งานด้านกิจกรรม (Activity) 1.3) งานที่เกี่ยวข้องกับการสร้างรายได้ การเงิน/ประหยัดเงิน (Income) 1.4) งานด้านเครือข่ายและการนำงานวิจัย/นวัตกรรมไปใช้ประโยชน์ (Network) 2) การพัฒนารูปแบบการบริหารกิจการนิสิตนักศึกษาตามแนวปรัชญาเศรษฐกิจพอเพียงและหลักธรรมาภิบาลมี 4 มิติ คือ  มิติที่ 1 การกำหนดหลักการและเหตุผล  มิติที่ 2 วัตถุประสงค์และคุณลักษณะการบริหาร ได้แก่ 2.1) ความพอประมาณที่พอดีเหมาะสมเพื่อให้เกิดประสิทธิภาพสูงสุด 2.2) ความมีเหตุผลในการปฏิบัติโดยมุ่งตอบสนองต่อความต้องการของสังคม 2.3) การมีภูมิคุ้มกันที่ดีในตัว 2.4) ความรอบรู้ 2.5) คุณธรรมส่งเสริมการพัฒนาที่ยั่งยืน เรียกว่า แนวคิด P.O.P.U.L.A.C.E.  คือ จิตสาธารณะ/การมีส่วนร่วม (Participatory) ความโปร่งใสซื่อตรง (Open) ความอดทน (Patient) ความสามัคคีเป็นหนึ่งเดียวกัน (Unitary) กฎระเบียบที่เป็นธรรม (Lawful) ความรับผิดชอบต่อสังคมและตนเอง (Accountable) ความเพียรการเอาใจใส่ (Careful) ความเสมอภาคเท่าเทียม (Equal)  มิติที่ 3 โครงสร้างหรือองค์ประกอบหลัก คือ M.A.I.N. Model และมิติที่ 4 การดำเนินการหรือแนวทางการบริหารมี 3 แนวทาง   

Abstract

          The purposes of this research were to 1) analyze the factors related to student affairs administration based on the sufficiency economy philosophy and the principles of good governance. 2) develop the model of student affairs administration based on the sufficiency economy philosophy and the principles of good governance. The sample were 1,320 university   officers of student affairs in 12 autonomous universities. The data were analyzed by documents,   exploratory factor analysis, first - second order confirmatory factor analysis by using LISREL, and interviewing for 24 officers of student affairs.

          The findings were as follows:

          1) The factors that most significantly related to student affairs administration based on the sufficiency economy philosophy and the principles of good governance had 4 factors, or the    so-called M.A.I.N. Model including 1.1) Moral based on the sufficiency economy philosophy and the principles of good governance. 1.2) Activity. 1.3) Income/money. 1.4) Network and innovation.

          2) Development of the model of student affairs administration based on the sufficiency economy philosophy and the principles of good governance had 4 dimension. Dimension 1  Principle and reason. Dimension 2 Objects and characteristics of administration: 2.1) moderation and fit for the best efficiency. 2.2) due consideration in all modes of conduct for effectiveness and response in society. 2.3) sufficient protection. 2.4) knowledge. 2.5) moral to promote sustainable development, or the so – called P.O.P.U.L.A.C.E. Concept including Participatory, Open, Patient, Unitary, Lawful, Accountable, Careful, and Equal. Dimension 3 Structure or M.A.I.N. Model. Dimension 4 Guidelines had 3 guidelines.
