การวิจัยและพัฒนาคุณภาพมาตรฐานการศึกษาของโรงเรียน ในสังกัดองค์การบริหารส่วนจังหวัดนนทบุรี: กรณีศึกษา โรงเรียนวัดบางอ้อยช้าง(นันทศรีวิบูลย์บำรุง)

Abstract

รายงานการวิจัยและพัฒนาคุณภาพมาตรฐานการศึกษาของโรงเรียนในสังกัดองค์การบริหาร ส่วนจังหวัดนนทบุรี: กรณีศึกษาโรงเรียนวัดบางอ้อยช้าง(นันทศรีวิบูลย์บำรุง)เป็นโครงการย่อยของ โครงการวิจัยหลัก เรื่องโครงการศึกษาวิจัยและพัฒนาคุณภาพมาตรฐานการศึกษาของโรงเรียนในสังกัด องค์การบริหารส่วนจังหวัดนนทบุรี ซึ่งการวิจัยครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (๑) บริบทของ โรงเรียน (๒) ลักษณะของกิจกรรมการเรียนรู้ สื่อการเรียนรู้ และโปรแกรมการพัฒนาโรงเรียนในสังกัด องค์การบริหารส่วนจังหวัดนนทบุรี ที่ได้ดำเนินการตามโครงการ ๑๗ โครงการ (๓) ผลการดำเนิน โครงการ ๑๗ โครงการ ของโรงเรียนในสังกัดองค์การบริหารส่วนจังหวัดนนทบุรีที่มีต่อการพัฒนา โรงเรียนในด้านผู้บริหารและระบบการบริหาร ครูและระบบการจัดการเรียนการสอน ระบบสภาพ แวดล้อมของโรงเรียนและผลสัมฤทธิ์ทางการเรียน สมรรถนะและคุณลักษณะที่พึงประสงค์ของนักเรียน (๔) ผลกระทบของการพัฒนาโรงเรียนตามโครงการ ๑๗ โครงการที่มีต่อกระบวนการเรียนรู้และวิถีชีวิต ของผู้มีส่วนเกี่ยวข้องทางการศึกษาในโรงเรียนและผลกระทบที่มีต่อชุมชน วิธีการดำเนินการวิจัยจาก การเก็บข้อมูลจากการสำรวจข้อมูลพื้นฐานของโรงเรียนวัดบางอ้อยช้าง (นันทศรีวิบูลย์บำรุง) โดยเก็บ ข้อมูลจากแบบสอบถามและสังเกตการณ์และบันทึกการเข้าร่วมโครงการต่างๆ ตามแผนพัฒนาสถาน ศึกษา ปีงบประมาณ ๒๕๕๒ ของโรงเรียนวัดบางอ้อยช้าง (นันทศรีวิบูลย์บำรุง) ตั้งแต่เดือนกุมภาพันธ์ ถึงเดือนกันยายน พ.ศ. ๒๕๕๒ เป็นเวลา ๒ ภาคการศึกษา ผลการวิจัยพบว่า ๑) โรงเรียนวัดบางอ้อยช้าง(นันทศรีวิบูลย์บำรุง) เป็นโรงเรียนประถมศึกษา สังกัดองค์การ บริหารส่วนจังหวัดนนทบุรี บริเวณโรงเรียนเป็นที่ตั้งของวัดบางอ้อยช้าง มีครูรวมทั้งสิ้น ๑๔ คน จำนวน นักเรียนทั้งหมด ๑๖๗ คน เป็นนักเรียนชายส่วนมาก และมีนักเรียนหญิงจำนวน ๗๔ คน สัดส่วน ครู: นักเรียน คือ ๑ : ๘ ๒) ลักษณะของกิจกรรมการเรียนรู้ สื่อการเรียนรู้ และโปรแกรมการพัฒนา โรงเรียน โดยภาพรวมพบว่า การพัฒนาโรงเรียนในสังกัดองค์การบริหารส่วนจังหวัดนนทบุรี ประกอบ ด้วย ๔ แผนงาน ๑๗ โครงการ ๓) ผลการดำเนินโครงการ ๑๗ โครงการ พบว่าด้านการจัดการเรียน การสอน ครูปรับปรุงการจัดการเรียนการสอนแบบบูรณาการทุกกลุ่มสาระการเรียนรู้ โดยเอื้อซึ่ง กันและกัน ครูมีองค์ความรู้และได้รับประโยชน์ในการจัดทำหลักสูตรสถานศึกษา ด้านบุคลากร ครูมี ความกระตือรือร้นมากขึ้น โดยมีผู้อำนวยการและครูหัวหน้าวิชาการและประกันคุณภาพคอยให้กำลังใจ อยู่เสมอ ด้านนักเรียน นักเรียนมีผลสัมฤทธิ์ทางการเรียนดีขึ้น มีคุณลักษณะที่พึงประสงค์ คือ มีจิต สาธารณะ มีระเบียบ มีมารยาท แต่งกายสะอาดเรียบร้อย ยิ้มแย้มแจ่มใส มีคุณธรรม จริยธรรม มีความซื่อสัตย์และตรงต่อเวลา ๔) ผลกระทบของการพัฒนาที่มีต่อกระบวนการเรียนรู้และวิถีชีวิตใน โรงเรียนและผลกระทบต่อชุมชนพบว่าชุมชนยังคงความเป็นเอกลักษณ์ของท้องถิ่นในขณะที่มีการพัฒนา ในหลายด้านกล่าวคือ ด้านกระบวนการเรียนรู้ของครู ครูสามารถปรับปรุงการจัดการเรียนการสอนแบบ บูรณาการทุกกลุ่มสาระการเรียนรู้ ครูมีองค์ความรู้และได้รับประโยชน์ในเรื่อง การจัดทำหลักสูตร สถานศึกษา ด้านสถานศึกษา โรงเรียนได้รับความร่วมมือจากเทศบาลและองค์การบริหารส่วนจังหวัด นนทบุรี ในการจัดตรวจสุขภาพอนามัย โรงเรียนมีการดำเนินการออกเสียงตามสายเพื่อให้ความรู้แก่ ชุมชน และครูจัดการเรียนการสอนแก่ชุมชนเพื่อให้มีความรู้ในการประกอบอาชีพ ศูนย์การเรียนรู้ชุมชน โดยบุคคลภายนอกได้มีโอกาสเข้ามาศึกษาหาความรู้ได้ ด้านชุมชน วัดและชุมชนให้ความร่วมมือกับ โรงเรียน พระและชาวบ้านช่วยงานโรงเรียน ชุมชนพอใจกับภูมิทัศน์ที่ได้รับการพัฒนา

This is the report of the research and the development of educational standards for the schools under Nonthaburi Subdistrict Administrative Organization: the case study of Wat Bang Aoi Chang School (Nansriwiboonbamrung). This research is a smaller scale research of the main research under the topic of the Research and the Development Project on Educational Standards for Schools under Nonthaburi Subdistrict Administrative Organization. This research aims to study: (1) the context of a school; (2) the characteristics of learning activities, leaning materials and the development programs for the school under Nonthaburi Subdistrict Administrative Organization totaling 17 programs; (3) the results of the 17 programs toward the development of school administrators and administrative systems, teachers and teaching and learning management, school environment, learning achievement, students’ capability and desirable characteristics;(4) the effect of the 17 schools development programs upon the learning process and the lifestyle of school academic stakeholders and the effect upon the community. The research method was to collect the basic information of Wat Bang Aoi Chang School (Nansriwiboonbamrung) from a questionnaire, observation and program participation records according to Wat Bang Aoi Chang School institute development plan of the year 2009 from February to September 2009 for 2 semesters. The research shows that: (1) Wat Bang Aoi Chang School (Nansriwiboonbamrung) is an elementary school under Nonthaburi Subdistrict Administrative Organization. Wat Bang Aoi Chang is located in the school territory. There are 14 faculty members. There are 167 students. Most of them are male students. There are 74 female students. The teacher-student ratio is 1:8. (2) The characteristics of learning activities, learning materials and the school development programs. From the overall picture, we can say that the development of the school under Nonthaburi Subdistrict Administrative Organization consists of 4 working plans and 17 projects. 3) The results of the 17 programs show that: in terms of learning management, teachers develop holistic teaching and learning management in every learning-essence group in order to make them correspond with one another. Teachers have knowledge and gain benefits from developing the school curriculum. In terms of human resources, teachers become more enthusiastic resulting from the mental support from the president of the school, the head of academic affairs and the head of quality insurance. In terms of students, they have higher academic achievements and more desirable characteristics, namely public consciousness, discipline, manners, appropriate dress, cheerful characters, virtue, morality, honesty and punctuality. (4) The effect of the development programs toward the learning process and the lifestyle in the school and the effect toward the community show that the community is still maintaining its uniqueness while developing many of its other aspects. In terms of teachers’ learning process, teachers are able to develop holistic teaching and learning management in every learning-essence group. Teachers have knowledge and gain benefits from developing the school curriculum. In terms of school, the school has been supported by Nonthaburi municipality and Nonthaburi Subdistrict Administrative Organization in terms of health and hygiene check ups. The school educates local people through a local radio channel. Teachers teach local people how to make a living. There is a community learning center which allows people to come and learn from them. In terms of community, the temple and the community work with the school, monks and local people in order to help the school. The community is satisfied with the landscape that has been developed.
