การพัฒนารูปแบบและกลไกการบริหารจัดการสถาบัน การพลศึกษาสู่ความเป็นเลิศ

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบและนำเสนอกลไกการบริหารจัดการสถาบัน การพลศึกษาสู่ความเป็นเลิศ โดยใช้วิธี ๑) ร่างรูปแบบการบริหารจัดการสถาบันการพลศึกษาสู่ความเป็นเลิศ จากการเปรียบเทียบผลการประเมินคุณภาพภายนอกระดับอุดมศึกษา รอบที่สอง (พ.ศ. ๒๕๔๙-๒๕๕๓) กับยุทธศาสตร์สถาบันการพลศึกษา การสัมภาษณ์ผู้บริหาร จำนวน ๒๗ คน ผู้ทรงคุณวุฒิ จำนวน ๕ และ การประเมินความต้องการจำเป็นกับผู้บริหารและอาจารย์ จำนวน ๓๖๙ คน ๒) จัดประชุมจัดทำวงล้อ อนาคต ผู้บริหารและอาจารย์ จำนวน ๑๙ คน ๓) ประเมินร่างรูปแบบและกลไกฯ จากผู้ทรงคุณวุฒิ จำนวน ๑๖ คน ๔) จัดประชุมโดยวิธีอิงผู้ทรงคุณวุฒิ จำนวน ๑๐ คน เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย แบบวิเคราะห์เอกสาร เทคนิควงล้ออนาคต แบบประเมินร่างรูปแบบและกลไกฯ วิเคราะห์ข้อมูลโดย การวิเคราะห์เนื้อหา ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าดัชนี Modif ied Priority Needs Index (PNI Modif ied) และสถิติทดสอบที ผลการวิจัยพบว่า รูปแบบการบริหารจัดการสถาบัน การพลศึกษาสู่ความเป็นเลิศ ประกอบด้วยการบริหาร ๘ ด้าน และกลไกในการบริหารจัดการสถาบัน การพลศึกษาสู่ความเป็นเลิศ ประกอบด้วย ๘ วงล้อ ๓๘ กลไก

The objectives of this research were to develop and present a model and mechanisms for the management of the Institute of Physical Education towards excellence. Different approaches were used to collect data from the sample groups; these approaches consisted of: 1) drafting a model for the management of the Institute of Physical Education towards excellence; this was done through making comparisons between the results of the second phase of the higher education external quality assessment (2006-2010) and the strategies of the Institute of Physical Education. Twenty-seven administrators and f ive experts were interviewed and compared to the results of a needs assessment of 369 administrators and lecturers; 2) constructing future wheel meetings between nineteen administrators and lecturers; 3) assessment of the model and its mechanisms by sixteen experts; and 3) connoisseurship with ten experts. The tools used in the research were document analysis forms, interview forms, questionnaires, future wheel techniques, and model and mechanism assessment forms. Data analysis included content analysis, frequency, percentage, mean, standard deviation, Modif ied Priority Needs Index (PNIModif ied) and t-test. The f indings of this research were as follows: The model of management of the Institute of Physical Education towards excellence was composed of eight areas of management and mechanisms for the management of the Institute of Physical Education towards excellence comprising eight wheels and thirty-eight mechanisms.
