The study “Development of a Learning Model to Enhance Service Mind of Thai Police Officers” aimed to develop a learning model to enhance service mind of Thai police officers. The participants in this study were Thai police officers who were on duty as inquiry officers. The results revealed that a learning model consists of four components: 1) the learning process which composes of: (1.1) learning through experience, (1.2) learning from reflection, (1.3) learning through decision making, and (1.4) learning from continuous practice; 2) the eight principles to enhance service mind which are : (2.1) to admire the monarchy’s institution, (2.2) to sustain appropriately, (2.3) to help people, (2.4) to be temperate, (2.5) to maintain honesty, (2.6) to take responsibility, (2.7) to sacrifice for the public interest, and (2.8) to keep learning and to continue self-development; 3) the factors of the model consist of two components as follows: (3.1) the personal factor including an instructor, learners, and outsiders along with colleagues, and (3.2) the environmental factors including the work environment and other environment; 4) the conditions of the model consists of two components: (4.1) personal conditions including learning readiness, experience, educational background and reflection methods, and (4.2) the environmental conditions including rewards and motivation, disciplinary punishment, and continuity of operation to enhance service mind.
