This article aims to study Thai education in terms of the internal quality assurance system and the quality of external education that was used in the past, especially for the problem of school quality assurance. It further aims to give suggestions to those involved to consider the transition to the education era in Thailand 4.0 and the 21st Century. Based on a case study, one of the major problems of school quality assurance is the inconsistency of the internal quality assurance system and the external quality assurance system. "STAR Standard" or "STAR Model" is a solution to the problem. This is because external quality assurance is consistent with internal quality assurance, and most importantly, it does not create additional workload for the evaluator. The quality assurance system will focus on the desired outcomes, i.e., the desired qualities of the Thai people. The standards will be set in four areas, namely, Student standard(S); Teaching standard (T); Administration standard (A); and Result-based standard (R)
