This is an experimental research with a time-series design. The purposes of the research were to develop problem solving processes by integrating the concepts of challenge-based learning and strategic planning process to enhance the creative problem solving ability of primary school students and to study the quality of the problem solving process which was developed. The sample of the research consisted of thirty five students who were studying in the sixth grade of Plookpanya School, Nakhonratchasima province, in the first semester of the 2015 academic year. The sample for the research was selected by purposive selection. The instrument used in this research was a rubric for assessing creative problem ability. The statistics used for data analysis were mean, standard deviation, and percentage. The result of the study revealed that problem solving processes are comprised of six steps, which are identifying the main problem issue, defining the expected good future scenario, setting the mission, developing the strategies, planning and solving the problem, and publicizing and evaluating the task. The research result on the creative problem solving ability of primary students showed that the mean scores for the creative problem solving ability of the students were developed in a higher direction and the post mean score was higher than 80 percent.
