Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ  1) ศึกษาสภาพปัจจุบัน และปัญหาความเป็นองค์การแห่ง

การเรียนรู้ในเครือข่ายโรงเรียนระดับประถมศึกษา   2) พัฒนารูปแบบองค์การแห่งการเรียนรู้ในเครือข่ายโรงเรียนระดับประถมศึกษา  และ 3)  ศึกษาผลการนำรูปแบบองค์การแห่งการเรียนรู้ไปใช้กับเครือข่ายโรงเรียนประถมศึกษา  สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3  การวิจัยนี้เป็น

การวิจัยและพัฒนาแบ่งออกเป็น 3 ระยะ ประกอบด้วย ระยะที่ 1 การศึกษาสภาพปัจจุบันและปัญหาความเป็นองค์การแห่งการเรียนรู้  ซึ่งกลุ่มตัวอย่าง ได้แก่ ประธานเครือข่าย จำนวน 25 คน  ระยะที่  2 การพัฒนารูปแบบองค์การแห่งการเรียนรู้ในเครือข่ายโรงเรียนระดับประถมศึกษา ซึ่งประเมินรูปแบบโดยผู้ทรงคุณวุฒิ จำนวน 9 คน  และระยะที่ 3  การศึกษาผลการนำรูปแบบองค์การแห่งการเรียนรู้ไปใช้กับเครือข่ายโรงเรียนประถมศึกษา  1  แห่ง   โดยมีกลุ่มผู้ให้ข้อมูลจำนวน 76 คน  ได้แก่  ผู้อำนวยการโรงเรียน  จำนวน  9  คน  และคณะครูจำนวน 67  คน  เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่  1) แบบสอบถามสภาพปัจจุบันและปัญหา 2) แบบสัมภาษณ์รูปแบบ  3) แบบประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบและแบบประเมินความพึงพอใจรูปแบบ 4) แบบทดสอบความรู้องค์การแห่งการเรียนรู้ และ 5) แบบบันทึกผลการปฏิบัติกิจกรรม  สถิติที่ใช้ในการวิเคราะห์ข้อมูล   ได้แก่  ร้อยละ   ค่าเฉลี่ย  ส่วนเบี่ยงเบนมาตรฐานและนำเสนอข้อมูลเชิงพรรณา  ผลการวิจัย พบว่า

                   1. สภาพปัจจุบันความเป็นองค์การแห่งการเรียนรู้ในเครือข่ายโรงเรียนระดับประถมศึกษา

มีการดำเนินงานอยู่ในระดับปานกลาง และมีปัญหาอยู่ในระดับมาก 

                   2. การพัฒนารูปแบบองค์การแห่งการเรียนรู้ในเครือข่ายโรงเรียนระดับประถมศึกษา  สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 ประกอบด้วยองค์ประกอบจำนวน 8 องค์ประกอบ  โดยมีกิจกรรมที่ดำเนินการเพื่อปรับเปลี่ยนพฤติกรรมโรงเรียนในเครือข่ายให้เป็นองค์การแห่งการเรียนรู้  จำนวน 13  กิจกรรม 

                   3. การนำรูปแบบองค์การแห่งการเรียนรู้ไปใช้ ทำให้เครือข่ายโรงเรียนประถมศึกษาเกิดการเปลี่ยนแปลงโดยมีเชื่อมโยงระหว่างองค์ประกอบทั้ง 8 องค์ประกอบ  ซึ่งผลการประเมินความสำเร็จในระดับบุคคล  ระดับทีม  และระดับเครือข่าย  สำหรับผลการทดสอบความรู้มีคะแนนหลังการพัฒนาสูงกว่าก่อนการพัฒนาและทุกคนที่มีส่วนเกี่ยวข้องมีความพึงพอใจอยู่ในระดับมากที่สุด 

              The objectives of this study were 1) to study the current state of and problems with the learning organization of the primary school network, 2) to develop a Learning Organization Model for the primary school network, and 3) to study the findings of analyses conducted using the developed learning organization model to determine how to develop the primary school network under Kalasin primary educational service office 3.  The research procedure, including the research development, consisted of 3 phases,  Phase 1 was the study of the current situation and the problem of Learning Organization that 25 chairpersons of the group network were the subjects of this research.  Phase 2 was the develop a learning organization model for the primary school network and then the model was evaluated by the 9 experts. And phase 3 was the study of the implementation results of the develop a learning organization model for the primary school network to implement on 76 informants in one school of Primary School Network which comprised 9 school directors and 67 teachers. The tools which were used for gathering data were as: 1) the current situation and the problem questionnaire, 2) the semi-structured interview, 3) the propriety evaluation form and the possibility of the model including the satisfaction evaluation form, 4) the Learning Organization knowledge test, and 5) the activity performance record form.  A descriptive analysis was employed in which percentage, mean, and standard deviation data were used as statistical tools. 

              The research findings revealed the following:

                   1. The current state of the develop a Learning Organization Model for the Primary School Network and its associated problems were at moderate and high levels, respectively.

                   2. The Learning Organization Model of Primary School Network, under the jurisdiction of the Office of Basic Education Commission consisted of 8 aspects and concerning activities that aimed to change the School Behavior in the Network to be the Learning Organization by 15 activities.  

                   3. The implementation of the develop a Learning Organization Model for the Primary School Network changing by linking to 8 aspects.  The successful evaluation for individual level,  team network level and the network level. Eventually, every related person gave the higher score on post-development than pre-development including provided the satisfaction in “the highest” level.
