DEVELOPMENT OF PERSONNEL ADMINISTRATION BASED ON PARTICIPATORY APPROACHES AT THE FACULTY OF ECONOMICS AND BUSINESS MANAGEMENT, NATIONAL UNIVERSITY OF LAOS: PARTICIPATORY ACTION RESEARCH

Abstract

This objectives were : 1) To study the states and the development of personnel administration based on participatory approaches at the faculty of economics and business management, national university of Laos 2) To study the expectation and approaches to the development of personnel administration based on participatory approaches at the faculty of economics and business management, national university of Laos and 3) To study the outcome of the system of development of personnel administration based on participatory approaches at the faculty of economics and business management, national university of Laos. Using the participatory action research method. Target group is the stakeholders at the Faculty of Economics and Business Management, national university of Laos which comprises of 69 persons as the sample of this research.   Tools of the studying are questionnaire, observation forms, depth interview form, and checklist.


Result of study


  1. States of the development of personnel administration found that it was comprised of 5 articles such as 1) Staff recruitment’s situations of personnel administration would be solved and developed are 1. Time of announcement for the examination candidates was too short, qualification of new recruitment were lower than faculty standard, the nomination of new staff were not suitable and applicable 2. Staff maintaining found that staff promotion were not incentive causes of equality promotion, training and workshop were insufficient, welfare and public benefit are low, morale and spirit were highlighted, the participation of policy and goal specification of staff on the faculty development were very sauce 3. Staff trading and development found that the English level of staff was under the standard and inside and outside training were highlighted 4. Team work creation found that working team were not systemic, team training and team highlighting were scared, team promotion and team development activities were not climax 5. Staff achieving measurement and assessment found that all of 3 articles including quality quantity achievement and punctual were needed to measure correctly, work characteristic measurement including personal virtue and morale had no criteria.

  2. The expectation from the personnel administration development were found that the faculty of Economics and Business Management will be changed after the personnel administration development system was implemented. Faculty member will be enjoyed with their work, personal virtue and morale will be better off, staff will be developed and meet local and regional standard, working in team work for higher achievement and the last, the key performance index (KPI) would be created in order to be the measurement and assessment criteria.

  3. Result of the personnel administration development was concluded that the conducting of 2 projects and 11 activities in the 2 circles were over the criteria which were all the high level
