This research employed a mixed-methods design, integrating both quantitative and qualitative approaches. The research instruments included achievement tests, interview forms, learning management plan evaluation forms, educational supervision record forms and satisfaction assessment forms. The sample and target group consisted of 17 participants, selected through purposive sampling. The collected data were analyzed using descriptive statistics, including percentage, mean and standard deviation, through statistical software. Qualitative data obtained from interviews were analyzed using content analysis. The findings revealed that 1) The implementation of development strategies, including self-directed learning and workshops, resulted in all teachers demonstrating higher post-development outcomes compared to their pre-development levels 2) Regarding the educational supervision strategy, criteria were established requiring participants to achieve at least a high level of competency in active learning management based on a phenomenon-based approach. In the first cycle, 8 participants successfully met the development criteria, demonstrating competencies at a high level or above, while 2 participants did not meet the criteria, as their competencies remained at a moderate level and 3) Teachers’ satisfaction with the development of competencies in active learning management based on a phenomenon-based approach at Kalasinpittayasan School was, overall, at the highest level (x̅ = 4.45, S.D. = 0.24).
