This academic consists purposes to analyze the current situation, structural, policy and legal impediments, and subsequently propose frameworks for the sustainable management of community hazardous waste by local administrative organizations. This study is situated within the context of New Public Administration (NPA) and the Sustainable Development Goals (SDGs). The findings reveal that community hazardous waste management continues to confront three primary constraints Jurisdictional and legal overlaps in waste disposal Budgetary unsustainability stemming from service fee rates set below actual operational costs and Unfavorable physical environments, particularly the systemic failure of waste collection in low-lying areas prone to recurrent flooding. To address these challenges, this paper offers novel public administration insights through three key approaches The establishment of a Multi-stakeholder Network Model to facilitate regional waste management clustering and create product take-back centers The development of Disaster-Resilient Eco-Logistics, which incorporates the design of elevated waste staging facilities and a Just-in-Time Pre-disaster Evacuation Protocol integrated with Geographic Information Systems (GIS) and The deployment of local legal mechanisms to institute tax incentive measures. Finally, the article provides policy recommendations urging the central government to expedite legislation on the management of end-of-life hazardous products and establish a National Hazardous Waste Fund. These initiatives aim to enhance the capacity and resilience of local administrative organizations, effectively enabling them to operationalize flood-resilient waste staging, enact local tax incentive ordinances and tangibly integrate technology into public policy for long-term sustainability.
