Technology and platform support are the core factors driving active learning and skill improvement 2) Student personal factors, course and teaching design, teacher support, learning environment and external support also play important roles. Through expert interviews, the model structure was confirmed to be clear, feasible and applicable, and was highly recognized especially in terms of teaching organization, teacher empowerment and technical support and 3) Expert evaluation showed that the model performed outstandingly in terms of feasibility and applicability, but still had deficiencies in aspects such as the "behavior-knowledge-skill" dynamic transformation mechanism. The effectiveness of the technical infrastructure and the sustainability of some practical measures need to be further verified.
